Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant seven pardons. An additional 49 clemency requests were denied. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Amid J. Brock (Fresno, CA): Theft by Receiving (C Felony) (CR-93-132), Theft of Property (C Felony) (CR-94-593), and Theft by Receiving (Revocation) (C Felony) (CR-93-132).

This notice is issued based on the dates of conviction (1993 – Sebastian County and 1996 - Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no subsequent Arkansas felonies. There are no law enforcement objections to the application.

Daniel Cook (Paris): Possession of Controlled Substance (Meth) (C Felony) (CR-2007-1708-2).

This notice is issued based on the date of conviction (2008 – Benton County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Shane N. Lasater (Conway): Theft By Deception (B Felony) (CR 97-31).

This notice is issued based on the date of conviction (1997 – Van Buren County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Willard Lee Looper (Jacksonville): Battery-1st Degree (B Felony) and Terroristic Act (B Felony) (CR 96 001825), Possession of Controlled Substance with Intent-Meth (Y Felony), Drug Paraphernalia (C Felony), and Possession of Controlled Substance-Xanax (A Misdemeanor) (CR 2002 002647).

This notice is issued based on the date of conviction (1999 – Pulaski County and 2003 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application.

Sandra Scott Peterson  (Lowell): Violation of Arkansas Hot Check Law (C Felony) (CR 96-611).

This notice is issued based on the date of convictions (1997 – Washington County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Joel Walker (Eureka Springs): Possession of Controlled Substance (Meth) (C Felony) (CR 2005-105).

This notice is issued based on the date of conviction (2006 – Madison County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Bradley Williams (Sherwood): Minor In Possession (Misdemeanor) and Possession of Controlled Substance (Misdemeanor) (1-0006106), Possession of a Controlled Substance or Counterfeit Substance-1st Offense (A Misdemeanor) (CR 2001-783-1), and Possession of Marijuana 1 Ounce or Less (Misdemeanor) (CR-08-542).

This notice is issued based on the dates of conviction (2000 - Washington County, 2002 - Garland County, and 2008 -  Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.
