Research Director Will Flanders reviews new Wisconsin school enrollment figures and makes the case in The Cap Times that Wisconsin must make its education funding more nimble and responsive to the choices parents are making. Flanders writes, "If we are to learn anything from this extraordinary moment, it is that we must invest in different models of education to provide parents with resources and options. And whatever options parents choose, the education funding should follow the child."
