Resumption of session and order of business followed by one-minute speeches (Rule 172).

Tuesday 17 September

Plenary Session
The day will begin with possible votes on requests for urgent procedure (Rule 163), followed by the appointment of the Vice-Chair of the Supervisory Board of the European Central Bank. There will be a launch of automated data exchange regarding vehicle registration data in Ireland. Further debates will close the day, regarding foreign affairs issues in the presence of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy.

Wednesday 18 September

Plenary Session
The third day will be dedicated to amending draft budgets, including: surplus from 2018; reinforcement of key programmes for EU competitiveness (Horizon 2020 and Erasmus+); proposal to mobilise the EU Solidarity Fund to provide assistance to Romania, Italy, and Austria. There will also be a mobilisation of the abovementioned EU Solidarity Fund and the European Globalisation Adjustment Fund. It will end with a topical debate (Rule 162) and a presentation by the Council of its position on the draft of the 2020 financial year general budget.

Thursday 19 September

Plenary Session
This session will end with debates on cases of breaches of human rights, democracy and the rule of law (Rule 144), followed by votes on: motions for resolutions concerning debates on cases of breaches of human rights, democracy and the rule of law (Rule 144) and on texts on which debate is closed.

The Council will hold an extensive policy debate on the crucial issue of transport and climate change. The discussion will focus on how to reduce greenhouse gas emissions from transport, in line with the EU's commitments under the Paris Agreement.

Sunday 22 September

Informal Meeting of Ministers for Agriculture in Helsinki
Agricultural ministers from EU member states will gather for an informal meeting in Helsinki to discuss the role of soil carbon sequestration as a climate action. The ministers will also visit a Finnish farm and a forest management site. Minister of Agriculture and Forestry Jari Leppä will chair the meeting.

President Jean-Claude Juncker to receive Boris Johnson, Prime Minister of the United Kingdom, for a working lunch, in Luxembourg.

Navracsics in Budapest at SEFI Conference
Tibor Navracsics will be in Budapest to deliver a speech at the 47th European Society for Engineering Education (SEFI) Annual Conference, and will participate in the kick-off meeting of Alliance for Common Fine Arts Curriculum (EU4Art Alliance), one of 17 alliances selected to form the first European Universities.

Timmermans meets Stef Blok
Frans Timmermans will be in Strasbourg to meets Stef Blok, Minister for Foreign Affairs of the Netherlands.

Public stakeholder workshop
Stakeholders are invited to a 1-day workshop hosted by the European Commission. This will be an opportunity to see the draft final results of the study, 'User needs in the postal sector', which contributes to the evaluation of the postal services directive, and to see the first steps of the new study, 'International postal services, remuneration and regulation'.

Wednesday 18 September

Juncker addresses the Plenary of the European Parliament
President Jean-Claude Juncker to address the Plenary of the European Parliament on the United Kingdom's withdrawal from the European Union.

Hogan to meet Michael Russell and Loig Chesnais-Girard
Phil Hogan will be in Strasbourg, France to meet with Michael Russell, Cabinet Secretary for Government Business and Constitutional Relations for Scotland. Hogan will also receive Loig Chesnais-Girard, President of the Regional Council of Bretagne, in Brussels.

Thursday 19 September

Juncker and Mimica to receive Felix Tshisekedi
President Jean-Claude Juncker, together with Neven Mimica, will receive Félix Tshisekedi, President of the Democratic Republic of Congo.

Vytenis Andriukaitis will be in Valencia, Spain in order to participate in a citizens' dialogue and to meet the representatives of the agricultural sector from the region.

Conference on preventing violent radicalisation
This seminar will discuss how to increase the effectiveness of the prevention of violent extremism and provide a platform for exchanging experiences on efforts already taken. During the seminar, experts will examine the topic with regard to research data and practical experiences and from the perspective of the authorities.

18-19 September

High-Level Conference on the Economy of Wellbeing
The main event highlighting the Economy of Wellbeing approach, which examines the two-way relationship between wellbeing and the economy. The conference aims to generate cross-sectoral dialogue on the themes for use in the forthcoming Council conclusions on the Economy of Wellbeing.

Infrastructure and Climate Fund Summit
The summit aims to be an open forum to present and discuss the current state and main trends of the infrastructure and climate investments, key challenges and opportunities that fund managers are presently facing. Panellists will also discuss how Development Finance Institutions (DFIs)/National Promotional Banks (NPBs) could best address foreseeable market needs, and value creation through ESG and impact investments, both in Europe and emerging markets.
