These are congressional districts drawn after the 2010 redistricting process by state representatives who wanted to disenfranchise voters that might vote against them (aka: gerrymandering).
It's the classic story of legislators choosing their constituents instead of the other way around. It's utter bullshit.

Something you should know (if you don't know already) is that 2021 is a redistricting year.
If progressives in states without non-partisan redistricting commissions fail to win a majority of seats in state legislatures, districts as ugly -- but more importantly undemocratic -- as these will exist for another 10 YEARS.
We've only got one chance each decade to draw fair districts nationwide. If we don't, politicians will keep choosing their constituents, voters' voices will be silenced, and Democrats will be systemically locked out of power until 2030.
