INCOME & WORK SUPPORTS UPDATE
NOVEMBER 2020

CMS continues to pursue work requirements despite historic unemployment and pandemic

Everyone should have access to health care, regardless of which state you live in or whether or not you are able to navigate a web of red tape. Instead, officials continue to promote their ideological agenda to allow states to limit access to Medicaid, approving new work reporting requirement waivers in Georgia and Nebraska.

P-EBT Extended—States Must Act to Fight Child Hunger
The Continuing Resolution passed at the start of October extends Pandemic-EBT for the 2020-21 school year. While this is a critical step, hunger and poverty existed well before COVID-19 and will continue until our nation’s policymakers are intentional about addressing the long-term structural and systemic factors creating hunger and poverty.

IWS Updates

We are pleased to share that Renato Rocha has been promoted to Senior Policy Analyst. Since joining CLASP more than two years ago, Renato has been a vital contributor to the Income and Work Supports Team and the Protecting Immigrant Families (PIF) Campaign. Renato has been critical to fighting back against administration attacks on the whole range of core programs, including nutrition and health programs and, most recently,  the Trump Administration’s harmful immigration policies like public charge and immigrants’ access to public benefits. His new role recognizes Renato’s leadership as a key voice in the field, including taking on additional responsibilities over the coming months as interim deputy campaign director for the PIF campaign. Congratulations Renato!

We are hiring for a Policy Analyst for the Income and Work Supports team. Please share our job listing with your networks.

This has been a month of ups and downs. One of the highlights was the DC circuit’s strong summary judgment striking down a Trump Administration rule that would have made it harder for states to waive the SNAP time limit for unemployed working-age adults without children. Even before the pandemic, this rule would have cut SNAP benefits for an estimated 700,000 jobless workers with low incomes. This ruling means that the punitive, racist rule — already temporarily suspended due to the pandemic — can’t take effect even when the public health emergency ends. The ruling draws heavily on the 100,000+ comments submitted in opposition to the rule. Thank you to everyone who commented. Low points included the Senate’s continued failure to pass additional COVID-19 relief — while rushing through the confirmation of Amy Coney Barrett to the Supreme Court.  As we write this, we are just a few days away from the 2020 election. Regardless of the results, we look forward to partnering with you in advocating for a more just, more equitable, and more humane system of support for people with low incomes.
