This is bad ? really bad ? but keep reading. Before the end of the month, Congress needs to agree on a series of must-pass budget bills. These budget bills often include riders that have important policy implications ? and because the government shuts down if the bills don't pass, Mitch McConnell has to make sure they see a vote in the Senate.
