Dear John,


You know the puppies sold online and in pet stores aren&rsquo;t from responsible breeders. But when these sellers say their puppies come from &ldquo;USDA-licensed&rdquo; breeders and &ldquo;definitely not&rdquo; puppy mills, they do it to mislead you&mdash;and too often, it works. A breeder who possesses a USDA license is presented as humane, ethical and safe,

but this is far from the truth .

Make no mistake&mdash;the parents of that adorable puppy for sale in your local pet store are suffering tremendously. The standards of animal care required by the USDA are extremely low, and commercial breeders, who are driven purely by profit, have no motivation to treat their dogs any better than the bare-bones requirements. And even when breeders violate those low standards, the USDA rarely takes action to enforce the law and prevent them from doing it again.
