** Border Force has seized nearly ten million illegal cigarettes worth almost £3 million in unpaid duty. Scanners detected anomalies with a Polish-registered lorry which arrived in the Port of Harwich on a ferry from the Hook of Holland.

Paperwork for the vehicle showed it should have contained dozens of washing machines, but only four appliances were onboard. Border Force officers inspected the vehicle’s trailer to discover huge pallets of shrink-wrapped Lambert and Butler silver cigarettes. It is the second-largest seizure of cigarettes by Border Force at Harwich this year.

The Polish driver was arrested on suspicion of evasion of excise duty but was subsequently released. However, Border Force seized the cab and trailer he was driving.

** Health professionals are combining midwifery and behavioural skills at a new clinic to encourage pregnant women to stop smoking. Launched this month as part October’s annual ‘Stoptober’ quit smoking initiative, the new clinic is a partnership between Doncaster and Bassetlaw Teaching Hospitals NHS Foundation Trust (DBHT) and Rotherham Doncaster and South Humber NHS Foundation Trust (RDaSH).

Midwife Trina Ryan and health promotion practitioners Charlotte Critchley and Louise Jowett will be hosting the Health Perception Antenatal Clinic at Doncaster Women’s Hospital. The aim is to reduce the number of expectant Doncaster mums who smoke during pregnancy. Currently, about 400 babies are delivered every month in Doncaster, with some 16% of them being born to mums who smoke. The Government has set an ambition to reduce rates of smoking in pregnancy to 6% by 2022.

Midwife Trina said: “… We have the time and opportunity at the clinic to hopefully prompt mums-to-be to try and stop. Louise and Charlotte are then on hand to support them on their smokefree journey, including helping them access free nicotine replacement therapy to help them quit.”

** Alfresco licenses will remain free of charge for restaurants, cafes, and bars in Chester city centre for the next 12 months.

The Business and Planning Act 2020 introduced new conditions for licences, to take effect from 1 October 2020, including a new maximum charge of £100 for alfresco dining and a new condition stating that a smokefree area must be provided.

However, the Council has decided to waive the fees and continue to offer the licence free of charge until 30 September 2021, with a review to take place in Summer 2021. A permanent condition of the licence will be to provide a smokefree area within alfresco dining areas.

** A new review suggests heat-not-burn tobacco devices may threaten cardiovascular health.

The reviewers analysed nearly 50 human and rodent studies. They found that heat-not-burn tobacco product-associated inhalants led to a variety of markers suggestive of heart disease and impaired blood vessel health. These include high blood pressure, reduced dilation of blood vessels, stiffening of the arteries, increased protein levels indicative of oxidative stress, higher risk of heart arrhythmia in people with pacemakers, increased heart rate and reduced heart function.

The researchers stated that “further clinical, animal and in vitro studies must be developed to explore the cardiovascular effects of [heat-not-burn] tobacco products.” Additional research “will assist lawmakers and regulatory bodies around the globe in making informed decisions regarding this novel nicotine-delivery method.”

This Explanatory Memorandum has been developed to consider the implications of introducing the Smoke-free Premises and Vehicles (Wales) Regulations 2020. The 2020 Regulations will supplement certain provisions in Chapter 1 of Part 3 of the Public Health (Wales) Act 2017 and support the Welsh Government’s overall vision of a smokefree society for Wales in which the harm from tobacco is eradicated.
