Minnesota wolves are federally protected as "threatened" As a threatened species, government agents are authorized to lethally remove wolves involved with conflict.
The Minnesota DNR is in the process of updating the 2001 Wolf Management Plan which contains many positive aspects.
The 2001 Plan called for a 5 year moratorium on the recreational hunting/trapping of wolves but this was overturned by the state legislature.
The Plan allows for wolves to naturally expand their range in the state and does not have a maximum (or upper limit quota) for wolves in the state. It has set a minimum number of wolves as 1600 and although it was never intended to be a management objective, some organizations are calling for it to be.
