Make no mistake—the parents of that adorable puppy for sale in your local pet store are suffering tremendously. The standards of animal care required by the USDA are extremely low, and commercial breeders, who are driven purely by profit, have no motivation to treat their dogs any better than the bare-bones requirements. And even when breeders violate those low standards, the USDA rarely takes action to enforce the law and prevent them from doing it again.
