Despite what he described as an uncomfortable whiff of colonialism, Archbishop of Canterbury Justin Welby has used his authority over the Church of Ceylon to name Lakshman Rodrigo as the 16th Bishop of Columbo in Sri Lanka. The extra-provincial church had deadlocked on electing its own bishop.
