Monday 9 September
Subcommittee on Human Rights (DROI)
The Subcommittee will look into the priorities and activities of EU Special Representative for Human Rights, Eamon Gilmore. The debate will focus on strengthening parliamentary scrutiny of EU policies related to human rights issues. The challenges expected to be faced during the implementation of the Special Representative's mandate will also be discussed.
Subcommittee on Security and Defence (SEDE)
The Subcommittee will discuss the current and unfolding global security challenges in a rapidly changing geo-strategic environment, together with EEAS, NATO and UN representatives. The debate is set to focus on, amongst other things, addressing increasingly cross-border and hybrid security challenges and on contributing to peace and security in the EU and worldwide by means of an enhanced EU-NATO and EU-UN cooperation.
Thursday 12 September
Committee on Civil Liberties, Justice and Home Affairs (LIBE)
The Committee will look into the progress in fighting disinformation, together with Security Union Commission Julian King. The debate is also expected to focus on the security of 5G networks in the EU. The Committee will then go over the activities and tasks of the European Border and Coast Guard Agency (Frontex).

EU-Cuba Joint Council
The EU-Cuba Joint Council will meet for the second time on 9 September 2019 in Havana, Cuba. It will discuss maintaining momentum on the implementation of the Political Dialogue and Cooperation Agreement, which has been provisionally applied since November 2017.
Friday 13 September
Eurogroup Meeting in Helsinki
An informal meeting of the economic and financial affairs ministers of EU member states will be held on 13–14 September. The governors of the central banks of member states will also attend the first day of the meeting. The 6-month work programme broadly defines the main areas on which the Eurogroup plans to focus its efforts in the upcoming semester.

36th European photovoltaic solar energy conference and exhibition
The 36th EU PVSEC is the largest international conference of this sector. It gathers the global photovoltaic community to conduct business, network, and present and discuss the latest developments and innovations in photovoltaics.

Citizens’ dialogue in Madrid with Commissioner Cecilia Malmström
Cecilia Malmström, European Commissioner for trade, will discuss the future of Europe with citizens in Madrid, Spain.
Wednesday 11 September
College meeting
Commissioners will discuss the European Commission’s contribution to the UN Climate Action Summit which takes place from 21-23 September 2019 in New York.
Timmermans in Helsinki
Frans Timmermans, Commissioner for Better Regulation, Inter-institutional Relations, the Rule of Law and the Charter of Fundamental Rights in Helsinki will be in Finland. There he will meet Antti Rinne, Prime Minister of Finland, Sauli Niinisto, President of Finland. He will deliver a keynote speech at the Finnish EU Presidency Conference on ‘How to ensure the resilience of our societies in a changing European landscape – the interaction between democracy, the rule of law and fundamental rights'; and will whole a working lunch with Tytti Tuppurainen, Minister for European Affairs of Finland and Anna-Maja Henriksson, Minister for Justice of Finland.

Global Vaccination Summit
The European Commission organises, in cooperation with the World Health Organisation (WHO), a global vaccination summit, in Brussels. The summit will bring together around 400 participants from around the globe, including high-level political decision-makers, health ministers, UN organisations, NGOs, academia representatives, renowned researchers and healthcare professionals, vaccine industry CEOs, celebrities and social media influencers who actively support vaccination.
Conference on Digital European Sky
The conference will stimulate exchange of views between high-level representatives from the aviation sector on how to ensure that a safe, sustainable European ATM system delivers efficiently capacity that responds more flexibly to demand. The evolving role of people will be a key element to successfully manage the digital transformation over the next 10 to 15 years.

With a view to gathering as much input as possible during the preparatory process for the opinion on The role of EU's trade and investment policies in enhancing EU's economic performance from a wide range of experts, the outcomes of the debate should feed into the preparation of the EESC opinion, to be adopted by the end of 2019.

Civil society contribution to the next European semester cycle
This public hearing of the European Economic and Social Committee (EESC) will discuss policy proposals for the next European Semester cycle from a civil society perspective. The EESC is currently working on an additional opinion on the 2019 annual growth survey, to complement and update previous proposals as an input to the 2020 European semester cycle.

Conference on a macro-regional strategy for the Carpathian region
A macro-regional strategy for the Carpathian region could facilitate the initiation of cross-border activities in relation to economic, cultural, educational, tourist, and environmental cooperation in this mountainous area.The rapporteur would like to meet and discuss with representatives of local and regional associations and other stakeholders in order to shape this forthcoming CoR opinion.

Urban rail investments in the next multiannual financial framework (MFF)
The objective of the conference is to address the challenges and opportunities that are linked to urbanisation like emissions and congestion. Urban and regional rail projects, at EU, national and regional level could help to address these problems and bring significant economic, environmental and social benefits.

Stakeholders’ consultation meeting
The European Committee of the Regions is drafting an opinion on a ‘European framework for regulatory responses to the collaborative economy’. The rapporteur of this opinion would welcome the opportunity to benefit from stakeholders' input in preparation of his draft opinion during this meeting.

This conference will discuss the values on which the EU is based, in particular fundamental rights and the rule of law in connection with democracy. The conference will bring together Member States’ experts, representatives of the EU institutions and agencies, civil society and the academia to identify ways to strengthen the respect for these values and principles.
Conference on creation, innovation and promotion
This expert conference will focus on strengthening competitiveness in the audiovisual field in Europe.
