House Democrats can use the Congressional Review Act to stop Donald Trump’s executive order that defunds and destroys Social Security. And the CRA also happens to take priority in the Senate over judicial nominations, delaying Mitch McConnell’s attempt to pack the court ahead of the election.
We have momentum to pass the CRA in the House, but we need to keep applying pressure.

Republicans are racing through one of the hastiest Supreme Court confirmations in history, hoping to pack the court with one more partisan Justice in time for an election they plan to contest. Social Security has the power to stop it―or at least slow it down.
Let me explain: Trump’s unilateral defunding of our Social Security system is subject to the Congressional Review Act. The CRA gives Congress the power to overrule regulations by the Executive Branch―and House-passed resolutions under the CRA are privileged in the Senate.1 That means that before they can pack the court, the Senate would have to go on the record for or against defunding Social Security―and it would use up valuable floor time right before the election.
Social Security Works is working directly with members of Congress on this strategy―can you chip in to support our campaign to save Social Security from Trump?
Republicans in the Senate have been reluctant to go on the record since Trump promised to terminate Social Security contributions. Social Security’s Chief Actuary said this plan would leave Social Security utterly unable to pay benefits in 2023!2 But a CRA resolution would force them to declare their loyalty between Trump and Social Security―and we have a plan to make sure voters know where they land.
Social Security Works has been pushing Congress to use the Congressional Review Act on its own merits, even before Ruth Bader Ginsburg’s death. But now, as Democrats in Congress search for ways to stop the Trump/McConnell court-packing scheme, they’re listening.
