Advocacy Update: End of Legislature Update
The Legislature closed for the summer on May 30. The Legislature will reopen on October 7, 2019. CHBA BC intends to hold its second Legislature Day event during the Fall session with Members of the Legislative Assembly (MLAs) from all three parties.
During the past year, CHBA BC:
- hosted Minister of Municipal Affairs and Housing Selina Robinson and CEO of BC Housing Shayne Ramsay at the September Provincial Meetings to hear from members across the province;
- held its first Legislature Day on November 6-8, 2018, where 35 CHBA BC delegates met with over 70% of all MLAs in one day at either daytime meetings or the evening reception;
- participated in requested briefings with Dr. Peter German and the Expert Panel on Money Laundering, where CHBA BC was able to highlight existing Association work on the underground economy through Get It In Writing!;
- participated in the "Keeping Workers, the Public and the Environment Safe from Asbestos" consultation with a written submission;
- attended the BC Budget 2019 lockup in Victoria, providing members with an immediate news release and backgrounder on the budget;
- hosted Minister of Jobs, Trade and Technology Bruce Ralston at the 2019 Georgie Awards;
- provided an immediate statement and wrote to Opposition Leader Andrew Wilkinson after a private members' bill was introduced to bring prompt payment to B.C. with no residential construction consultation;
- was a member of Ministry of Municipal Affairs and Housing Development Approvals Review Working Group, which wrapped up in June 2019;
- secured additional builder representation on the Step Code Council, and pushed for a review of the TEDI metrics (that is expected to take place this summer); and
- submitted to the BC Budget 2020 consultation, and appeared in front of the all-party government committee responsible for the Budget.

Summary findings include: the decline in home sales in 2018 was largely due to market factors like interest rates and affordability; without the stress test, home sales in BC would have been about 7,500 sales — or 10% higher — in 2018; and approximately $500 million in BC economic activity was lost due the B20 stress test.

The grandfathering period for manufactured homes for immediate family members in the Agricultural Land Reserve (ALR) has been extended to February 2020.
CHBA BC
Canadian Home Builders’ Association of BC (CHBA BC) has offered continuing education programs to the residential construction industry for over twenty years. However, a new milestone was recently achieved with the launch of CHBA BC’s first fully online course. Renovation Fundamentals is a two-hour course that focuses on the basic knowledge needed to run a successful renovation business in Canada.
Surrey Now-Leader
White Rock council’s quest for authority to impose an annual vacancy tax on residential and commercial properties is among resolutions to be considered at the next Union of B.C. Municipalities convention. UBCM president Arjun Singh confirmed in a June 27 letter to council that the resolution will be presented to the membership at the September 2019 convention. The letter was to be received for information during council’s July 8 meeting, after Peace Arch News’ press deadline.
Commentary: CHBA BC will be at the 2019 UBCM convention in Vancouver. The secondary challenge this article doesn't address is the clear taxation overlap with provincial policies, including the speculation and vacancy tax act.
Business In Vancouver
Vancouver’s city-wide plan is expected to cost $17.9 million for the years 2019 to 2022 and involve a dedicated cross-departmental team of about 30 to 35 staff, according to a staff report going before council July 9. Last November, City of Vancouver council directed staff to create a work plan and timeline for the city-wide plan, which will guide future change and growth. Several councilors pushed for it during their election campaigns.
