Option 2: You focus only on the presidential and Senate races and assume that someone else will do the work necessary to win local races. Thanks in part to a lack of enthusiasm for down-ballot candidates and a $125 million investment in down-ballot Republican candidates, Republicans retain their ability to gerrymander themselves into unearned majorities for the next decade.
