Earlier this month, the U.S. 11th Circuit Court of Appeals ruled that Florida can require people with felony convictions to pay fines and fees before having their voting rights restored. In other words, Florida has instituted a modern-day poll tax.

The GOP is terrified that more than one million new voters -- disproportionately voters of color -- could swing Florida's razor-thin elections. By requiring payment of fines and fees before voting, they've blocked more than half of Florida's returning citizens from accessing the ballot box.
