Trump Taps Intelligence Chief Jay Clayton to Lead New Federal AI Task Force
The new “Super Intelligence Force” brings together the intelligence
community, Pentagon, Federal Trade Commission and federal workforce leadership
to examine AI risks, economic potential and the government's role in a rapidly
changing technology.
SUPER INTELLIGENCE FORCE
120 DAYS TO REPORT 1 FEDERAL TASK FORCE 4 TOP OFFICIALS
President Trump has placed his director of national intelligence at the
center of a new federal effort to coordinate policy around artificial
intelligence.
Jay Clayton will chair what the White House calls the Super Intelligence
Force, a cross-government task force that will examine the technology's
benefits, risks and implications for national security, industry and the public.
NOT AMERICA'S FIRST AI CZAR Clayton is taking over a role previously
associated with David Sacks. Sacks served as Trump's White House AI and
cryptocurrency adviser before ending his formal special-government-employee
role in March 2026 and moving into a broader science and technology advisory
position.
CLAYTON WILL KEEP HIS INTELLIGENCE JOB
Clayton is expected to remain Director of National Intelligence while taking
on the additional AI coordination role.
That arrangement puts the country's top intelligence official directly inside
the White House structure shaping federal AI policy.
THE TEAM Clayton will chair the group alongside senior officials from
competition policy, defense technology and federal workforce management. FTC
Chairman Andrew Ferguson, Pentagon technology official Emil Michael and Office
of Personnel Management Director Scott Kupor will serve as vice chairs.
THE GROUP REPORTS DIRECTLY TO THE WHITE HOUSE
The task force will report to Trump and White House Chief of Staff Susie
Wiles rather than operate as a new independent regulatory agency.
That makes its immediate role coordination and policy development rather than
direct licensing or regulation of AI companies.
FIRST DEADLINE 120 DAYS The task force has been directed to produce an
assessment of AI's risks and benefits and recommend how the federal government
should respond.
RISK MANAGEMENT IS PART OF THE MANDATE
The task force's charter calls for plans to respond to AI-enabled threats to
American society.
It is also expected to examine how federal agencies currently detect
AI-related incidents and whether existing authorities are sufficient to respond.
BUT THE CHARTER ALSO WARNS AGAINST OVERREGULATION The administration wants
the group to address threats without creating rules it believes would slow
American AI development. The charter specifically calls for avoiding
overregulation and regulatory capture that could reduce competition or
innovation.
CLAYTON HAS FRAMED AI LEADERSHIP AS A NATIONAL SECURITY ISSUE
Clayton has argued that the United States faces risks from AI itself but also
from allowing geopolitical competitors to take the technological lead.
He has specifically cited competition with China as a reason Washington
cannot simply halt advanced AI development while other countries continue.
AN UNUSUAL POLICY BACKGROUND Clayton brings experience from financial
regulation, federal prosecution and intelligence. He chaired the Securities
and Exchange Commission during Trump's first term, later served as U.S.
attorney in Manhattan and became Director of National Intelligence in 2026.
“SUPER INTELLIGENCE” IS ALSO A WHITE HOUSE REBRAND
Trump has directed the federal government to use “super intelligence” as its
preferred terminology for artificial intelligence.
That makes the task force's name partly a branding decision rather than
evidence that every system under its jurisdiction meets the technical
definition of artificial superintelligence.
IMPORTANT DISTINCTION “Super intelligence” in White House terminology is
broader than the technical concept of artificial superintelligence. In AI
research, superintelligence commonly refers to hypothetical systems that
substantially exceed human abilities across a broad range of cognitive tasks.
The administration is using the phrase as a general replacement for AI.
THE TASK FORCE IS SUPPOSED TO LOOK OUTSIDE GOVERNMENT
Trump says the group will consult AI companies, consumers, public-interest
organizations, religious groups and operators of critical infrastructure.
That gives the task force a broader remit than intelligence-community AI
applications alone.
IT FOLLOWS A WHITE HOUSE INDUSTRY ACCORD The new task force arrives after
major AI companies met with Trump and agreed to a voluntary safety framework.
That accord relies heavily on company safeguards and monitoring rather than a
new mandatory federal licensing system.
THE SAFETY DEBATE HAS NOT GONE AWAY
Researchers, industry executives and lawmakers continue to disagree over how
aggressively Washington should regulate frontier AI systems.
The new task force will enter that debate with an explicit dual mandate:
prepare for serious AI-enabled threats while preserving the administration's
preference for rapid American development and competition.
THE SIGNAL The structural change is not simply a new title. AI policy is now
being coordinated by a group that puts intelligence, national security,
competition policy, defense technology and federal workforce management around
the same table.
