Rubio Released $320 Million in Egypt Military Aid After Waiving Human Rights
Conditions.

Secretary of State Marco Rubio has authorized the release of $320 million in
U.S. military financing for Egypt by waiving conditions tied to human rights
and democracy concerns. The State Department said the determination was made in
the interest of U.S. national security and pointed to Egypt's security
cooperation with Washington during a period of heightened regional conflict.

Security Aid Watch
The waiver does not erase Congress's conditions from the aid framework. It
uses an authority Congress itself provided, allowing the Secretary of State to
release the withheld funds when national-security considerations justify doing
so.

The money comes from fiscal-year 2025 Foreign Military Financing. That
program supports purchases of U.S.-produced defense equipment rather than
functioning as an unrestricted cash transfer. Egypt has for decades been one of
the largest recipients of American military assistance, receiving roughly $1.3
billion annually.

Funds Released $320 million in FY2025 Foreign Military Financing. Legal
Basis Congress allows a national-security waiver of the conditions. Egypt's
Role Rubio cited Cairo's helpful role during the conflict with Iran.
Rubio's memorandum said exercising the waiver was important to the U.S.-Egypt
relationship and American national-security priorities, particularly in light
of Egypt's role following the start of the conflict with Iran. Public
descriptions of the decision, however, do not specify exactly what operational
or diplomatic assistance Egypt provided.

The policy tradeoff is visible in the structure of the waiver itself.
Congress attached conditions to create leverage over governance and
human-rights issues, while also preserving an escape clause when an
administration concludes that security cooperation carries greater immediate
weight.

conditions established by Congress.

Rubio used an existing national-security waiver rather than removing the
underlying congressional restrictions from future aid.

The State Department says human-rights concerns will continue to be discussed
with Cairo even after the restricted financing is released.

The decision therefore fits a long-running pattern in U.S.-Egypt relations:
lawmakers use portions of military assistance as leverage over rights and
governance concerns, while administrations retain authority to waive those
restrictions when they determine that broader security interests justify
releasing the funds. Both Republican and Democratic administrations have
previously used that authority.
