Tier 2 Compliance Assistance Project now accepting proposals

The Clean Buildings team is accepting proposals for the Tier 2 Compliance Assistance Project.

This project is designed to raise awareness of Washington’s Clean Buildings Performance Standard and provide technical assistance to owners of Tier 2 buildings.

Commerce is seeking qualified organizations to raise awareness, conduct outreach, and provide technical assistance related to the Clean Buildings Performance Standard. A total of $600,000 is available for the selected contractor to develop an outreach plan, conduct outreach, host resource fairs, and provide technical assistance to Tier 2 building owners.

How to apply

Interested organizations should:

* Attend the pre-proposal conference [ [link removed] ].
* Submit an application to [email protected] by 5 p.m. PT Nov. 2, 2026.  

Application timeline

* RFP launches: Oct. 1, 2026
* Pre-proposal conference: 1 p.m., Oct. 8, 2026
* Q&A period closes: Oct. 16, 2026
* Applications due: 5 p.m., Nov. 2, 2026  
* Proposers notified: Nov. 23, 2026
