The US and China Agreed to a Formal AI Incident Channel. It's the First
Standing Line Either Government Has Built Specifically for AI.
The United States and China agreed to launch a formal dialogue on AI benefits
and risks, alongside a reciprocal tariff cut on $30 billion of goods, following
President Xi Jinping's three-day state visit to Washington that ended September
25. The agreement was one point in an eight-point consensus reached during the
summit, and includes a channel specifically for communicating between the two
governments about AI incidents.

The tariff reductions apply to what both sides call "non-sensitive goods" —
US agricultural products, wood, and cosmetics in one direction; Chinese small
appliances, toys, and decorations in the other — a modest, deliberately
low-stakes trade gesture next to the AI dialogue itself, which is the first
standing communication mechanism either government has built around AI
specifically. Trump had signaled ahead of the summit that AI, which he's taken
to calling "super intelligence," would be a central topic. The resulting
agreement is a channel for discussion, not a binding framework, and carries
none of the enforcement teeth this newsletter has tracked in the NSA's
distillation advisory or the Entity List actions against Moonshot and Biren.

The dialogue lands the same week this newsletter covered China's own state
media rejecting Amodei's slowdown proposal as a "Cold War playbook," and
Chinese and US investors quietly hedging both sides of the AI trade regardless
