While it's a good start, like most attempts to reform the system, it completely overlooks the menace of electronic monitoring and other forms of e-carceration that deprive formerly incarcerated people of agency over their lives. But the federal government is also willfully refusing to inoculate migrants against deadly diseases while keeping them in cramped conditions. According to the Centers for Disease Control and Prevention, there have been 921 new cases of mumps in or around migrant jails in less than a year. Trump's camps are already vectors of dangerous disease, and are on the way to becoming death camps by inaction.
