+ LIGHTHOUSE CENTERING CARE CONFERENCE: NHRC’s Lighthouse Learning Collective is hosting its second Centering Care Conference Wednesday, October 28, and Thursday, October 29, in New York, New York. This two-day conference for health service providers will include skill-building sessions and presentations covering issues including harm reduction, LGBTQIA+ health, policy landscape for LGB/TGNC issues, sex work, and chemsex. + IN CASE YOU MISSED IT — EXPANDING ACCESS TO HCV CARE IN SSPS: Syringe Services Programs (SSPs) play an important role in providing access to hepatitis C virus (HCV) services. Through testing, navigation services, partnerships with trusted clinicians, and integrated models, SSPs help participants move from testing to treatment while addressing barriers to care. NHRC, in collaboration with our partners at RTI International and the North American Syringe Exchange Network (NASEN), have published fact sheets in Spanish and English that focus on the experiences 24 SSPs have had implementing HCV services into their work. The fact sheets include information about different service delivery models, challenges and opportunities SSPs encounter, and strategies for supporting participants through the testing-to-treatment pathway. + NEWS:

-Police Are Spending Opioid Settlement Funds on Flock Cameras — The so-called "War On Drugs" and the surveillance state are intertwined. While we lose so many loved ones to preventable overdoses, opioid settlement funds are being invested in Flock cameras and similar tracking technology rather than in saving lives.

"...little attention has been paid to how police departments have used those opioid funds to build out AI-powered surveillance networks like Flock, whose ALPRs have become increasingly popular with police even as they’ve drawn intense bipartisan pushback in the communities where they’ve been deployed...public records requests reveals that at least twelve sheriffs’ offices and police departments have since 2024 spent their opioid funds on Flock cameras. Another seven law enforcement agencies used the money to purchase similar ALPR technology from competitors Motorola, Axon, and Verkada.

In sum, Mother Jones found that 19 agencies in ten different states spent more than $920,000 in opioid funds on Flock and other ALPRs, a likely undercount given the inconsistency with which opioid settlement expenditures are tracked and disclosed across states and local jurisdictions."

-What is Medetomidine? The latest threat in the street drug supply — The more we criminalize drugs, the more dangerous and unpredictable the drug supply becomes. Until the overdose epidemic and its associated impacts is treated as the public health issue it is, we will continue to see ever-changing drug supply cycles.

"There’s just this sort of knee jerk response to criminalize it...The best evidence that we have is the reason there is medetomidine in the supply is because xylazine was scheduled…Every time they schedule one of these new things, it’s just replaced with something else, and more often than not, that something else is worse…So we’re just sort of playing this legal whack-a-mole," this piece in North Carolina Health News names.

-Virginians living with HIV struggle to get drugs that fight the virus after massive healthcare cuts — Health care is a human right, and we continue to see those rights ignored and overlooked. Like several other states and countries worldwide, accessible HIV care is being stripped away. This WHRO Public Media coverage lays out some of the latest in Virginia, though this is a global issue deeply connected to harm reduction and its U.S. roots.

"People living with HIV don’t know when their next refills will come for lifesaving medication, more than a year after the Virginia Department of Health cut funding to HIV clinics serving people who can’t afford healthcare. Many clients of Virginia clinics that lost such funding are weeks away from running out of antiretroviral medication, some providers said. And nonprofit providers around the state said lawmakers’ efforts to restore some funding to clinics won’t be enough to make up losses," the piece notes.

-After Five Years of Sterile Syringe Distributions, Harm Reduction Law Set to Expire — Oklahoma's law allowing organizations to distribute life-saving health supplies expired after the groups reached nearly 9,000 people in need, as noted by the Oklahoma State Department of Health via this Oklahoma Watch story.

"Cherokee Nation Principal Chief Chuck Hoskin Jr. said sterile syringe programs boil down to a simple question: 'Do we want to keep active users and those impacted by active users in the community, safer or less safe?'

The state, he said, has chosen the latter. The Cherokee Nation launched a harm reduction program in 2023 and has safely disposed of 160,000 [unsterilized] or used syringes, distributed at least 160,000 sterile syringes and handed out more than 20,000 doses of Narcan since."

+ CHECK OUT NHRC’S TOBACCO HARM REDUCTION HUB LATEST: NHRC is excited to share the latest resources on our Tobacco Harm Reduction (THR) webpage! This page now includes information on the Transtheoretical Model (Stages of Change) to THR, fact sheets on THR principles, nicotine, and much more designed to support accurate, stigma-free conversations about tobacco and nicotine, as well as videos and recordings of webinars. These materials address common myths about nicotine and reinforce harm reduction-informed approaches that center choice, dignity, and real-world context. Whether used while working with people who use drugs, supporting smoking reduction efforts, or to check out clear, evidence-based tools to share, these resources are a great place to start.

+ NHRC LAUNCHES LEARNING MODULES: NHRC is excited to launch two additional Spanish online modules free for NYC residents, LGB/TGNCNB (Lesbian, Gay, Bisexual/Transgender, Gender Non-conforming, Non-binary) 101 and Stigma 101! These modules are self-paced and take approximately 90 minutes to complete. LGB/TGNCNB 101 explores health disparities LGB/TGNCNB people who use drugs and engage in sex work face, dispels myths, and provides strategies for affirming care. Stigma 101 encompasses how to identify stigma and provide services in a non-stigmatizing way. These new modules as well as several others are available here.

La Coalición Nacional de Reducción de Daños (NHRC por sus siglas en inglés) se complace en lanzar dos módulos en línea adicionales en español, gratuitos para los residentes de la ciudad de Nueva York: LGB/TGNCNB (Lesbianas, Gays, Bisexuales/Transgénero, Personas de Género No Conforme y No Binarias) 101 y Estigma 101. Estos módulos son a su propio ritmo y se completan en aproximadamente 90 minutos. El módulo LGB/TGNCNB 101 explora las desigualdades en salud que enfrentan las personas LGB/TGNCNB que consumen drogas y se dedican al trabajo sexual, desmiente mitos y ofrece estrategias para brindar cuidados de salud que afirman las diversas identidades de género. -GLAAD has shared its "2026 State of HIV Stigma Report," which looks at "Americans’ knowledge and attitudes around HIV and HIV stigma" and tools to shift this. See the report here.

-Published via JAMA Network, the study, "Comparison of Care Cascade Outcome Measures for Hepatitis C Among Insured US Adults," found that "among more than 4.5 million individuals tested, many with lab-confirmed evidence of HCV never received therapy and, of those that did, many never had follow-up testing to make sure the therapy worked."

-A communication piece as read in Drug and Alcohol Dependence noted people in Los Angeles, California using fentanyl use a quantity of milligrams of morphine equivalent (MME) "several orders of magnitude higher than clinical guidelines or typical methadone doses. This likely contributes to high overdose mortality, high opioid tolerance, and more difficult methadone and buprenorphine induction."

-The International Journal of Drug Policy published a paper titled, "Proportion of fentanyl reports in illicit drug seizures and nonfatal overdose emergency department visits in the United States, 2021–2024," which found that, "changes in the composition of the illicit drug supply are reflected in patterns of overdose morbidity and health service utilization. Monitoring shifts in drug supply composition may help inform timely public health responses. Integrating diverse drug supply surveillance systems with overdose monitoring systems could improve early detection of emerging drug threats and guide targeted prevention efforts."

-A JAMA Network editorial, "Physician Advice on E-Cigarettes for Smoking Cessation," points out evidence that the tobacco harm reduction (THR) approach of vaping as a cessation tool, "is more effective for helping people quit smoking than NRTs [nicotine replacement therapies]."
