Why now?
132 Spanish cities have signed the ICAN Cities Appeal, formally
calling on the national government to join the treaty. The civil
society movement is organised, broad, and growing. The public is with
this, 80% of those polled want Spain to join the Treaty. Spain is one
of the most anti-nuclear countries in Europe.
And there is no legal obstacle for Spain to join the TPNW. In fact,
Spain's own penal code already prohibits nuclear weapons. A 1986
referendum already rejected their installation on Spanish soil. NATO
membership is not a barrier, the alliance's Strategic Concept is a
political document, not a binding treaty.
Our partners at the Alianza por el Desarme Nuclear, a coalition of
65 Spanish civil society organisations, have spent months building the
political case, briefing parliamentarians, and demonstrating that this
step is achievable, lawful, and backed by broad public support.
A yes vote today would make Spain the first NATO member state to
formally move toward signing the TPNW, breaking open the most
persistent argument used against the treaty in European capitals and
creating space for others to follow.
