Canada already has a major trade agreement with Europe. The new discussion
goes further — into defence, energy, technology, investment and a more durable
transatlantic relationship designed to reduce dependence on any single market.

Canadian Prime Minister Mark Carney has spent months privately sounding out
European leaders about a much deeper relationship between Canada and the
European Union, according to reporting by The Wall Street Journal.
The discussions have included leaders in France, Germany, Italy and other
European countries and have explored how Canada could connect more closely with
the EU without becoming a full member of the bloc.

The talks do not amount to a completed alliance. The details remain under
discussion, and no formal “associate membership” category currently exists for
Canada.
But the scope is broader than a normal trade negotiation. Areas reportedly
being explored include defence, artificial intelligence, energy, critical
minerals, research, digital infrastructure and easier movement between Canada
and Europe.

Canada's countermeasures use product-specific rates of 15%, 25% and 50%,
matching corresponding U.S. tariff rates.
The strategic urgency increased after Canada-U.S. trade negotiations
deteriorated. Washington imposed new tariffs of up to 50% on selected Canadian
products covering roughly C$27.6 billion in trade.
Ottawa responded dollar-for-dollar on an equivalent value of U.S. goods. The
dispute reinforced a vulnerability Canadian governments have understood for
decades: an unusually large share of Canada's trade still depends on access to
one national market.
IMPORTANT DISTINCTION DIVERSIFICATION DOES NOT MEAN REPLACING THE UNITED
STATES. The U.S. remains Canada's dominant trading partner. Carney's stated
strategy is to reduce concentration risk by expanding other economic
relationships, not to eliminate the American one.
THE FOUNDATION ALREADY EXISTS
CETA SINCE SEPTEMBER 2017 Canada and the EU already operate under one of
the world's broadest bilateral trade frameworks. The new discussion is about
adding strategic layers on top of it.
The Comprehensive Economic and Trade Agreement has been provisionally applied
since September 2017. That gives Canada and Europe something unusual for a
diplomatic pivot: a substantial economic framework that already exists.
A deeper relationship can therefore be presented as an extension of existing
integration rather than the construction of an entirely new alliance from
scratch.

Defence cooperation has already moved beyond rhetoric. Canada became the
first non-European country to join the EU's Security Action for Europe

ENERGY IS BECOMING CONCRETE

ARE NOW SIGNED. Ksi Lisims LNG has agreements with Germany's SEFE and Uniper,
with anticipated deliveries beginning in the early 2030s.

cooperate. Canada's LNG projects are beginning to secure long-term European
customers as Europe continues diversifying its energy supply.

The most ambitious ideas reportedly under examination would connect Canada
more deeply to European markets and institutions in several areas
simultaneously rather than relying only on tariff reductions.
Working groups are still developing the details, so it would be premature to

is trying to convert an existing commercial relationship with Europe into a
broader strategic one.

strategy from private diplomacy toward a more visible public phase focused on

relationship into something deeper.
