Senate Democrats on Thursday voted to block a procedural vote that would’ve allowed the Senate to debate - and potentially pass - a $300 billion coronavirus relief bill introduced by Republicans.
The Republican bill ― Delivering Immediate Relief to America’s Families, Schools and Small Businesses Act ([link removed]) ― would have provided $105 billion for school reopenings and giving parents more choices for schools; $31 billion for COVID-19 testing, treatment, and vaccine development; $16 billion for states to conduct more testing and contact tracing; $15 billion for childcare for working parents; extended federally enhanced unemployment benefits; and replenished the Paycheck Protection Program.

The Democrat-controlled House passed the $3.4 trillion HEROES Act ([link removed]) in late May, and have signaled a willingness to support a package with a $2.2 trillion price tag.

** Court Blocks Trump Admin from Excluding Unauthorized Immigrants from Census

A panel of three federal judges on Thursday issued a decision blocking the Trump administration’s effort to exclude undocumented immigrants ([link removed]) from the Census count that's used to allocate seats in Congress.
The decision was handed down by a special panel of two circuit court judges and a district court judge after the case was brought in the U.S. Southern District of New York. The ruling may be appealed directly to the Supreme Court by the Trump administration.
Historically, the Census hasn’t made any official distinction between U.S. citizens and non-citizens, and counted both for the purpose of apportionment, although a citizenship question has occasionally been included in the decennial Census and in the Census Bureau’s annual American Community Survey.

** L.A. Bans Trick or Treating This Halloween

Mandalorians, Harley Quinns, Sonics, and Hamiltons won't be knocking on your door this October 31 if you live in Los Angeles. County health officials have released Halloween guidelines that restrict many of the holiday's traditions during the coronavirus pandemic.
The county Department of Public Health has banned:
* Door-to-door trick-or-treating - Officials say "it can be very difficult to maintain proper social distancing on porches and at front doors."
* "Trunk or treating" - Children will not be allowed to go car-to-car, either.
* Parties.
* Carnivals, festivals, haunted houses.

Today is "Women's Baseball Day," which commemorates the first women's baseball game where fans were charged and players were paid.
