China Just Imposed Its Most Stringent Rare-Earth Export Controls Yet —
Restricting Products With Even Trace Amounts of Chinese Content —Right Before
the Trump-Xi Summit. Here Is What the New Squeeze on Defense and Chip Supply
Chains Means for Your Portfolio.




Beijing has rolled out its toughest rare-earth and magnet export controls to
date, requiring a license for foreign-made products containing even trace
amounts of Chinese-origin rare earths or produced using Chinese processing
technology, according to the Center for Strategic and International Studies.
The move builds on China's dominant position as the leading refiner for 19 of
20 strategic minerals tracked by the International Energy Agency, with roughly
70% average market share, and comes just ahead of the planned Trump-Xi meeting
expected later this month, giving Beijing added leverage heading into those
talks. The restrictions specifically threaten US defense and semiconductor
supply chains, both of which depend on rare-earth magnets and materials with
few readily available substitutes, and follow a pattern of escalation and
temporary pauses that has defined the rare-earth relationship between the two
countries since 2025.

as much as a fixed policy, which means the practical risk to defense and
semiconductor companies depends heavily on how theTrump-Xi meeting unfolds, and
controls that look severe today have been paused or eased before under
