Upcoming reporting deadline
Agency Contracts Report due Oct. 31
State agencies and higher education institutions must report all goods and services contracts and amendments from the previous fiscal year to DES by Oct. 31. DES collects and posts these contracts to data.wa.gov as required by RCW 39.26.210. If an agency does not meet contract reporting requirements, it may affect its delegated authority.

Goods and services contracts
Contractor termination for HVAC parts contract
DES and Swipe Resources LLC have agreed to a mutual termination on contract 27723, HVAC parts. Swipe Resources LLC will no longer provide services through this contract to eligible purchasers. The contract summary page has information on the other available contractors that will continue to provide the Category 2 – Generic HVAC Parts to purchasers.

Contractor removed from ammunitions contract
DES removed NPOC, LLC, dba Pend Oreille Ballistics from contract 22422, ammunition, effective Aug. 5, due to contract breach.

Expiring automotive parts contract may lead to purchasing gap
Contract 12621, automotive parts, expires Oct. 19. We expect a gap in contract coverage and encourage purchasers to place orders before the expiration date. We are in the process of developing a new contract, which we expect to award by December.

Legal research contract canceled
DES has decided to cancel contract 02726, solicitation – legal research platforms.
Next year we will revisit all available options which may include updating and reposting the solicitation to satisfy legal research platform needs for state customers.

Price change for medical personal supplies contract
DES posted updated pricing for Excel Gloves & Safety Supplies, Inc., on contract 12722, medical personal protective equipment. The prices increased up to 14.71% on their awarded categories of nitrile gloves, neoprene gloves, and N95 masks due to a cumulative economic price adjustment.

Technology contracts
Cloud solutions contract extended
DES has extended contract 05116, cloud solutions, until Jan. 13, 2027.
NASPO and the state of Utah have approved a 120-day extension of the current cloud portfolio which is set to expire Sept. 15. The extension applies only to suppliers awarded a master agreement (MA) for the new cloud and software solutions portfolio, which starts Sept. 16. This extension bridges the gap as DES negotiates contract 12425 with selected suppliers. Updates will be posted as amendments are completed.
The extension does not affect the MA term for these suppliers under the new portfolio (Sept. 16, 2026 – Sept. 15, 2036). Suppliers covered by the extension include:

Businesses: Help us standardize the procurement process
DES is leading an effort to create standard solicitation, contract, and purchase order templates for most routine state procurements – and we want help from businesses!
Today, businesses may see different formats, instructions, and contract terms from agency to agency – even when purchasing similar goods or services. Standardized templates will mean less time navigating different formats, and more time focusing on response.
You still have time to share your feedback via our survey. Your perspective is important and we want to hear from you.
As this work moves forward, DES will continue to engage the business community and seek feedback to help shape the templates.
DES using PWSBE certification to track small business participation on public works projects
Effective July 1, DES is using the Public Works Small Business Enterprise (PWSBE) certification to track small business participation on DES public works projects.
Businesses can still bid on projects if they are not certified. However, only businesses certified as PWSBE by the Office of Minority and Women’s Business Enterprises (OMWBE) will be counted toward small business participation goals. Registration in Washington’s Electronic Business Solution (WEBS) alone will not meet this requirement.
You should still register in WEBS so you can search for state contracts and increase your opportunity to be seen by agencies.
