DAILY BRIEF CAMPAIGN / ECONOMY

Trump Promised Every American Adult $5,000 If Republicans Win the Midterms.
He Called It the "Trump Dividend." It Would Cost Over $1 Trillion.

President Trump used the opening night of the Republican midterm convention
to announce a conditional $5,000 payment to adult American citizens if
Republicans maintain control of both chambers of Congress. Major questions
about congressional authorization, eligibility and funding remain unresolved.

PROPOSAL / CONDITIONAL

$5,000 “TRUMP DIVIDEND” CONDITION Republicans retain both the House and
the Senate.
President Trump delivered the signature promise of the first night of the
Republican National Committee's midterm convention at the American Airlines
Center in Dallas — pledging to issue a $5,000 payment to every adult American
citizen if Republicans maintain control of both the House and Senate in
November. "Here is my promise: If the Republicans win the House of
Representatives and the United States Senate, both of them, I will issue a
dividend to every adult citizen in the United States of America for $5,000,"
Trump told the crowd. "If the Republicans win, you win with us and you get
$5,000. It will be called the Trump dividend. Congratulations. Now all we have
to do is win." He offered no detailed funding mechanism or legislative
framework during the announcement, but likened the concept to corporate cash
distributions to shareholders and said the money would have to be spent in the
United States.

Vice President JD Vance subsequently suggested that wealthier Americans might
not qualify and pointed to tariff revenue as a possible funding source —
details Trump had not specified in the speech. Net customs-duty revenue in the
first 10 months of fiscal year 2026 totaled approximately $154.5 billion. By
comparison, providing $5,000 payments broadly to the adult citizen population
would require more than $1 trillion. No legislation authorizing the proposal
has yet been enacted, and congressional approval would be required for federal
funds to be distributed.

THE CONVENTION
The Republican convention in Dallas was organized as an unusual midterm
campaign event designed to mobilize voters ahead of November. Trump explicitly
asked supporters to approach the congressional elections as though he
personally were on the ballot. "The problem that we have is they say that Trump
does great when he's on the ballot," Trump said while describing the party's
turnout challenge. He later told the convention crowd: "I'm asking you to
pretend that I'm on the ballot."

The convention's first night also featured an unusual cross-party moment:
Democratic Senator John Fetterman of Pennsylvania appeared in a prerecorded
video introducing his Republican colleague, Senator Dave McCormick. Fetterman
described himself as a "common-sense Democrat," praised McCormick as a friend
and emphasized areas where the two senators have worked together. He
subsequently reiterated that he remains a Democrat.

03 WHAT MATTERS Three unresolved parts of the proposal

01 The payment was explicitly tied to Republicans retaining both chambers of
Congress, making the proposal part of Trump's midterm campaign message rather
than an existing federal benefit.

02 A broad $5,000 payment would cost more than $1 trillion. Net customs-duty
receipts of roughly $154.5 billion through the first 10 months of FY2026 would
cover only a fraction of that amount.

03 Vance's comments about excluding wealthier Americans and potentially
using tariff revenue introduced eligibility and funding details that were not
part of Trump's initial announcement. Any actual payment program would still
require a legislative framework and congressional authorization.
