to announce a conditional $5,000 payment to adult American citizens if
Republicans maintain control of both chambers of Congress. Major questions

Representatives and the United States Senate, both of them, I will issue a
dividend to every adult citizen in the United States of America for $5,000,"
Trump told the crowd. "If the Republicans win, you win with us and you get
$5,000. It will be called the Trump dividend. Congratulations. Now all we have
to do is win." He offered no detailed funding mechanism or legislative
framework during the announcement, but likened the concept to corporate cash
distributions to shareholders and said the money would have to be spent in the
United States.

not qualify and pointed to tariff revenue as a possible funding source —

comparison, providing $5,000 payments broadly to the adult citizen population
would require more than $1 trillion. No legislation authorizing the proposal

and emphasized areas where the two senators have worked together. He
subsequently reiterated that he remains a Democrat.
