Dear friends,

It is a privilege to share with you PACT’s 2025 annual report. As we’ve reached 35 years in action for PACT, I feel both gratitude and pride on how far we’ve come.

This past year has seen both challenges and opportunities. In a time of increased pressure on nonprofits nationwide, your generosity made it possible for PACT not only to persevere, but emerge stronger and even more focused on preventing the sexual exploitation and trafficking of children.

In 2025, PACT celebrated several milestones, including the Youth Against Child Trafficking (Y-ACT) program surpassing 20,000 students since its inception, the Social Identity Quest, an online safety game developed in partnership with Hard Rock, reaching over 3 million students, the passage of the Take It Down Act, which marks a significant step forward in addressing online exploitation and abuse, and more!

While headlines often spotlight high-profile cases, the sexual exploitation and trafficking of children are far less visible and widespread than many realize. It’s happening in every corner of this nation: in major cities, suburbs, and rural areas. In response, PACT equips children, parents, and caregivers with the education, tools, and language they need to recognize the risks and stay safe.

As you read this annual report, I hope you’ll see more than just milestones and numbers. This report celebrates the progress we’ve made together and the momentum we’re building towards a future in which every child is safe from sexual exploitation and trafficking.

With gratitude,

Lori Cohen
CEO, Protect All Children from Trafficking (PACT)
