Dear John,

We are saddened by the passing of Pierre Damas Bel, a young Ohioan who took his own life after the Trump administration’s decision to end TPS. The young man, a student athlete and Junior Reserve Officer Training Corps instructor, could not bear the pain, loss, and shame that came with the revocation of his immigration status and being forced to wear an ankle monitor. No child should have to carry those burdens. We join our friends at the Haitian Bridge Alliance and other member organizations in condemning the cruel and shortsighted policy choices that led to this tragic death.

PIF Training: Public Charge Educational Session for Community Outreach Workers

Are you a community educator, outreach worker, or enrollment assister with questions about the Trump administration’s new public charge rule? Join PIF on Wednesday, September 16, from 2:00–3:30 p.m. ET for a 90-minute training session designed specifically for frontline workers serving immigrant families.

During the session, participants will:
* Learn about changes to the public charge rule and ways to protect applicants’ information
* Explore the latest PIF resources and tools to support community outreach and enrollment
* Connect with educators and outreach workers from across the country

Take Action: Justice in Aging Resources for Medicare Comments

Weigh in on a proposed rule ([link removed]) implementing the Medicare immigrant eligibility restrictions passed in H.R. 1. PIF Steering Committee member Justice in Aging created a template comment ([link removed]) to guide organizations in responding to the proposed rule and an organizational sign-on letter ([link removed]) . The deadline to submit comments is September 14.

Organizations can both join the sign-on letter and utilize the template comments to submit their own comments.
* The template comment outlines key issues and the impact the rule will have on older immigrants, including those who are dually eligible for Medicare and Medicaid. Advocates are encouraged to customize the template comments to include examples and their organization’s advocacy priorities.
* The sign-on letter is open to national, state, and local organizations. To join, fill out this form ([link removed]) by Friday, September 11.

Background:

The Centers for Medicare & Medicaid Services (CMS) released the 2027 Medicare Physician Fee Schedule (PFS) ([link removed]) detailing how CMS will implement the Medicare immigrant eligibility restrictions passed by Congress under H.R.1 last July. Under H.R. 1, only three categories of noncitizens are eligible for Medicare coverage. Thousands of lawfully present immigrants currently enrolled and who have paid into Medicare will lose coverage in early 2027. These newly ineligible immigrants include humanitarian immigrants such as refugees, asylees, Temporary Protected Status holders, and trafficking/domestic violence survivors. The PFS proposes the process and timeline for terminating Medicare coverage, the notices impacted enrollees will receive, and creates a special enrollment period for people who gain or regain Medicare eligibility based on
qualifying immigrant status.

Tracker Update: Washington State Advocates File Suit Against HHS

Medicaid immigrant eligibility restrictions enacted as part of H.R. 1 are set to take effect on October 1, 2026. In April 2026, the Centers for Medicare & Medicaid Services (CMS) published a Dear State Health Official letter ([link removed]) with implementation guidance. In July CMS also issued an "implementation tool ([link removed]) " for states to use.

Last week, a nonprofit in King County, WA and their client sued HHS, stating that the H.R. 1 guidance unlawfully terminates Medicaid funding for immigrants who receive Supplemental Security Income (SSI). The complaint alleges that the new Medicaid funding policy will end long term services for about 150 local people receiving SSI, beginning on October 1. It asks the court to block the April 8th implementation guidance. Plaintiffs also filed a motion ([link removed]) for a preliminary injunction on August 28th. Long time PIF Coalition partners, Northwest Health Law Advocates ([link removed]) , are counsel in the lawsuit.

Tracker Update: Latest on 75-Country Ban

On August 21, 2026, the U.S. District Court for the Southern District of New York struck down the State Department's 75-country ban. However, on August 24th, the State Department paused immigrant visas worldwide, citing a training program as the reason. On August 26th, plaintiffs in CLINIC v Rubio filed an emergency motion ([link removed]) to enforce the court order striking down the policy as a direct response to the reports. The judge ordered the government to provide a sworn status update by September 8th detailing how the State Department is identifying and reprocessing all visa applications the agency paused under the policy, as directed. Additional lawsuits have been filed by individuals and a class to challenge the ban.

Tracker Update: National Housing Law Project Files Complaint Against HUD

In early 2026, the U.S. Department of Housing and Urban Development (HUD) began a series of new policies targeting immigrant families. In January 2026 HUD announced ([link removed]) it was ordering all public housing authorities and owners participating in HUD-funded housing to reverify ([link removed]) immigration status of tenants based on a match between HUD system data and the Systematic Alien Verification for Entitlements (SAVE) system. They sent a similar letter with regard to project-based rental assistance in May. In February 2026, HUD issued a proposed rule ([link removed]) that would force families with mixed immigration status to separate or lose assistance, and also required using SAVE to confirm eligibility. In June 2026, HUD also published a notice
([link removed]) of its intent to modify its verification system to include SAVE.

Last week the National Housing Law Project (NHLP), represented by Democracy Forward, f ([link removed]) iled a complaint ([link removed]) against HUD, U.S. Department of Homeland Security (DHS) and U.S. Citizenship and Immigration Services (USCIS) alleging the agencies are unlawfully withholding public documents about the sensitive data sharing. NHLP has filed a series of FOIA requests seeking access to memoranda and communications between public officials about the agencies’ data sharing agreements related to the use of SAVE which agencies have not produced.
