Utility Policies Influence Household Energy Burdens

P4A Substack channel, Follow the Evidence, we explore the broader implications of the research associated with this topic and what it signals for future policy. In the article, we look at several P4A-funded studies that examined how utility systems themselves affect affordability. Across multiple studies, researchers found that energy insecurity is shaped by utility pricing, housing conditions, increasing climate-related risks, access to assistance programs, and the mental health impacts that derive from unreliable access to basic energy needs. These findings suggest addressing energy affordability requires more than utility bill emergency relief.
