Availability Is Not Consumption

Nearly every statement of the form "the average American eats so many pounds
of this a year" comes from a single family of federal statistics, and that
family does not measure eating.

It measures disappearance. The calculation begins with domestic production,
adds imports, subtracts exports, subtracts non-food uses such as animal feed
and industrial processing, adjusts for changes in stocks, and divides the
remainder by the population.

What is left is the quantity of a commodity that entered the food marketing
system per person. Whether any of it reached a mouth is outside the scope of
the measurement entirely.

The distinction is not pedantic, because the gap between the two is large and
has been measured. In a reference year the federal agriculture research service
estimated that thirty-one percent of the food supply available at the retail
and consumer levels went uneaten, amounting to about one hundred and
thirty-three billion pounds out of four hundred and thirty billion.

That is not a rounding error. It means a headline availability figure can
overstate what people actually eat by a substantial margin, and the margin
differs by commodity, because a bag of flour and a box of berries do not spoil
at the same rate.

The agency itself recognized this and built a second series specifically to
address it. The loss-adjusted series subtracts estimated losses at each stage
of the chain in order to approximate consumption more closely, and it is the
series that should be quoted whenever a per-person eating figure is intended.

The two series are published side by side, clearly labeled, with documentation
explaining exactly what each represents. The reason the wrong one gets quoted
is that the unadjusted figure is larger and easier to find, not that the
distinction is obscure.

What follows is what the availability series measures, the three places food
disappears between farm and fork, why even the adjusted number is not intake,
what the surveys that do measure intake say instead, and how to read any
per-person figure encountered in the wild.

What the Availability Series Measures

The series was built for a purpose, and the purpose explains its properties.

Its original function was to track the food supply for planning and policy:
how much of each commodity the country produced and moved, how that changed
over time, and whether supply was adequate. For that purpose a disappearance
measure is exactly right, because supply is what it needs to describe.

Because it is derived from production, trade and stock data rather than from
asking anyone anything, it has two considerable virtues. It is available
annually with a long consistent history, in some series back to the early
twentieth century. And it is not subject to the reporting problems that afflict
every method based on people describing their own behavior.

Those virtues are why the series is quoted so widely. A long, consistent,
unbiased-by-recall record of how much of something moved through the system is
genuinely useful, and there is nothing wrong with it.

The error is only in the interpretation. The series answers how much was
available. A sentence beginning "the average American eats" is answering a
different question, and substituting one for the other is where the mistake
enters.

There is a second and subtler property worth noting. Because the denominator
is the entire population, a per-person figure includes everyone who never
consumes the item at all. A commodity eaten enthusiastically by a third of the
country and never by the rest produces a per-person figure that describes
nobody.


The Three Places Food Disappears

The loss-adjusted series exists because the losses are estimable, and they
occur at identifiable points.

Support or oppose: should per-person food figures be published only in
loss-adjusted form?

Supporters argue that the unadjusted series is quoted as consumption in nearly
every popular citation, that the misreading is now the dominant use of the
data, and that a statistical agency has some responsibility for how its
headline numbers are read. Opponents answer that the availability series
measures something real and needed for supply policy, that suppressing it to
prevent misuse would damage a century-long record, and that the remedy for
misreading a labeled series is better citation rather than fewer statistics.
Which is better?Hit reply — one line is enough.

The first is between the farm and the retail shelf. Food is lost in drying,
milling, transport and processing, and fresh produce is lost to spoilage before
it is ever displayed.

The second is at retail. Stores over-order to keep shelves full, equipment
fails, and produce that is edible but blemished is culled because it will not
sell. Supermarket loss rates have been estimated commodity by commodity
precisely so this stage can be subtracted.

The third is at the consumer. Food is bought and not eaten, cooked in larger
quantities than are consumed, and left on plates. Consumer-level loss estimates
are the least precise of the three, because they must be inferred rather than
counted, and the agency publishes documentation on how they were derived.

The loss rates differ enormously by category. Fresh fruit and vegetables,
which spoil fast and are culled on appearance, lose a much larger fraction than
shelf-stable staples. This means the correction is not a uniform discount;
applying an average loss rate to a specific commodity produces its own error.

The practical consequence is that comparing an unadjusted figure for one food
to an adjusted figure for another is a comparison of two different quantities,
and it happens constantly.


Why the Adjusted Number Is Still Not Intake

Even after the adjustment, the figure is an estimate of consumption rather
than a measurement of it, and the residual gap is worth understanding.

The loss estimates are themselves modeled. They come from studies of specific
commodities in specific settings, extrapolated across the whole supply. Where
the underlying studies are old or narrow, the extrapolation carries their
limitations forward.


Context — the findings that are not a diet question

A rash that spreads, a swelling that involves the lips, tongue or throat,
difficulty breathing after eating, hives appearing within minutes of a meal, or
a skin change that ulcerates, bleeds, or fails to heal — none of these are
questions about which foods to include or avoid. They are reasons to be seen,
and in the case of breathing difficulty or throat swelling, urgently. The
material here concerns how population food statistics are constructed and
nothing else, and it is not a substitute for evaluation by a clinician.

The series also remains a national aggregate. It carries no information about
distribution across the population, and the distribution is what most health
questions actually concern. Two countries with identical average intake and
different variances are not in the same situation.

And it says nothing about who ate what. Age, sex, region and income produce
very different intakes of most foods, and an aggregate divided by total
population averages all of that away.

What the series does very well is trend. Because the method is consistent
across decades, changes over time are far more reliable than levels at any
point. A commodity whose adjusted availability doubled over thirty years
genuinely became more common; whether the current figure equals what any person
eats is a separate matter.

That asymmetry — trustworthy for direction, weak for level — is the most
useful single thing to know about the data.

One further caution applies to any long series. Definitions change.
Commodities are reclassified, new products enter categories that did not
previously exist, and methods for estimating loss are revised. The agency
documents each revision, and the documentation is where an apparent break in a
trend is usually explained.


What the Intake Surveys Say Instead

There is a separate national system that does measure eating, and its figures
differ from availability in an instructive direction.

The national health and nutrition examination survey collects dietary recalls:
trained interviewers walk participants through everything consumed in the
preceding twenty-four hours, using standardized prompts and portion aids, with
a second recall collected by telephone for a subsample.

This measures intake directly, and it supports estimates by age, sex and other
characteristics that the availability data cannot produce.

It has its own well-documented problem, and it runs in the opposite direction.
Self-reported intake is systematically under-reported relative to energy
expenditure measured objectively, and the under-reporting is not uniform: it is
larger in some groups than others, which biases comparisons rather than merely
shifting the level.

So the two systems bracket the truth from opposite sides. Availability
overstates because it counts food that was never eaten. Recall understates
because people do not report everything. A figure derived from either alone
should be read with the direction of its error in mind.

Where a question genuinely matters, the appropriate move is to look at both
and to treat the interval between them as the honest range.


How to Read a Per-Person Figure

The practical test for any statement of this form is short and settles most
cases.

The first question is which series it came from. Availability and
loss-adjusted availability are both published, both labeled, and differ by a
large factor for perishable foods. A citation that does not say which is not a
citation.

The second is whether the denominator includes people who do not consume the
item. Almost always it does, which means the figure is not the amount an actual
consumer eats and can be far below it.

The third is whether the figure is being used for a level or a trend. Trends
from these data are strong; levels are weak; and most rhetorical uses depend on
the level.

The fourth is whether the comparison being drawn is between like series. A
great many striking comparisons between two foods, two countries or two decades
collapse once the sources are checked and found to be different measurements.

The fifth is whether the quantity is even the relevant variable for the claim
being made. A statement about pounds per year is a statement about mass, and
mass is a poor proxy for almost any nutritional question, since water content
varies from a few percent to over ninety.

A sixth question applies whenever a single food is singled out. A per-person
figure for one commodity says nothing about what it displaced. Someone eating
less of one fruit is eating something else, and whether the substitution is an
improvement depends entirely on what it is. Population statistics on a single
item cannot answer that, and no amount of precision about the item repairs the
omission.

The general point is that these are good statistics being asked the wrong
question. The agency that publishes them publishes the documentation alongside,
states plainly what each series represents, and offers the adjusted version for
exactly the purpose the unadjusted one is usually pressed into.


The bill, not the debate

Per-person food figures come from a disappearance calculation — production
plus imports minus exports, divided by everyone — and they measure what entered
the marketing system, not what was eaten. About 31 percent of available food at
retail and consumer levels goes uneaten, and a separate loss-adjusted series
