When a federal investigation opens with allegations this serious, the public is owed an answer.

HUD's own complaint spells it out: EPIC City,  hastily rebranded "The Meadow",  was marketed as an exclusively Muslim community, ran a two-tier lottery that gave preferred buyers first access to lots, and required lot owners to fund a mosque and Islamic educational centers.

That was February. It is now late August, and Secretary Scott Turner has published nothing. No finding, no timeline, not even a progress report.

John, the developers are not waiting. They rebranded once before the investigation even began, and every silent month is another month to revise documents, restructure contracts, and put distance between the project and the promises that drew federal scrutiny in the first place.

A public finding would do what no rebrand can undo: put the facts on the record, and hand every state in America a legal roadmap for stopping Sharia enclaves before they take root.

Dear John,

On August 1, I sat in a folding chair in Fort Worth and watched a room full of Texans get angry.

I was there representing CitizenGO at a True Texas Project meeting, and the frustration was real. Texans stood up and confronted elected officials about investigations without conclusions, hearings without dates, and a message they are tired of hearing: “Be patient. It’s complicated.”

I left that conference convinced this fight will be long and hard-fought.

What we can do today comes down to one clear demand: stop the creation of Sharia enclaves that operate under parallel governance instead of American law.

Religious liberty protects every American's right to worship. It was never meant to enforce a parallel legal system, the kind we've watched subordinate women, punish dissenters, and deny the rights of Americans, take root in the United States.

And it was never meant to allow an alternate political system to gain weight, reshape local schools and city councils, and turn entire cities into places that answer to a different set of laws.

Texas has become the testing ground.

The development, once announced as EPIC City, was renamed The Meadow after public outcry because it was touted as “the epicenter of Islam in America.”

Its developers, EPIC Real Properties and Community Capital Partners, planned more than 1,000 homes, a mosque, an Islamic school, and commercial space on over 400 acres northeast of Dallas. 

On September 12, 2025, Governor Greg Abbott held a signing ceremony for HB 4211, which stripped certain religious exemptions and required disputes to be resolved in Texas or federal courts rather than private tribunals.

On February 13, 2026, HUD Secretary Scott Turner opened a formal Fair Housing Act investigation after a complaint alleged the project was marketed exclusively to Muslim buyers and structured so owners would subsidize the mosque and school.

Six months later, there is still no public finding.

This is unacceptable.

Tell Secretary Turner: Finish the investigation. Stop Sharia enclaves.

The model is spreading beyond Texas. In Lino Lakes, Minnesota, developers have proposed Madinah Lakes — 156 acres for more than 450 families, built around a mosque. The city council has capped the project's density. And when the developer sued to lift the city's freeze on new buildings, a federal judge said no.

This is not just an American pattern. A 2025 report to the French government found an Islamist network building self-contained 'ecosystems' of mosques, schools, and associations, meant to structure Muslim life from birth to adulthood, separate from mainstream French institutions.

A 2018 UK government review found Sharia councils operating parallel courts, used mostly by women seeking religious divorces. The concern is real and not confined to one country. 

State lawmakers are moving on this, too. Arizona's Senate passed a bill in March 2026 banning the recognition of Sharia law in state courts, joining a small but growing list of states that have passed similar bans on foreign law over the past decade.

The Fair Housing Act is our first effective federal tool.

A public finding in Texas will crack open the legal shield around these Islamic enclaves and give every other state a proven way to block the same pattern before more enclaves take root.

Too often, investigations open and bills get introduced only to stall.

That silence cannot continue.

Attorney General Ken Paxton has already shown that Texas can act decisively here: his office won a temporary restraining order on March 19, 2026, and a temporary injunction on March 31, 2026, stopping The Meadow's developers from using an improperly formed municipal utility district to assume local governmental powers.

Texas didn't wait for HUD's investigation to move on that front. HUD shouldn't make Americans wait on this one, either.

One office is proving that these cases move when someone makes them a priority. The other has gone quiet.

Tell Secretary Turner: Finish the job. Stop Sharia enclaves.

This is to ensure these enclaves are given no legal standing in the land of the free.
