What’s behind the new teen restrictions ([link removed]) popping up around Pittsburgh, from Kennywood to Market Square?
They coincide with a well-publicized rise in “teen takeovers”— that is, planned gatherings of youth that have caused disturbances nationally, and, in at least one local case, ended in police deploying pepper spray.
The Market Square policy, requiring minors to be accompanied by someone older than 21 at certain times, was “business-initiated,” according to the city’s public safety director ([link removed]) . It resulted from a joint effort between the city and the Pittsburgh Downtown Partnership, a private entity that holds special events permits for Market Square about 300 days a year.
Critics say the policies are exclusionary ([link removed]) and disproportionately target Black children.
