William Barret Travis's "Victory or Death" letter and Tejano heroes José Antonio Navarro and Juan Seguín. The monument will be funded entirely through private donations, at no cost to taxpayers. Alisa Simmons cast the only vote against it. Judge O'Hare commented: "This was a privately funded tribute to Texas history that cost taxpayers nothing.
