As we roll into the final days of summer, The Heritage Foundation is thinking deeply about how we can rebuild and modernize the U.S. military. Last week, Thomas Spoehr, director of Heritage’s Center for National Defense, released his report on how the Army can meet the future. Read more about it below. We also had to correct former Vice President Joe Biden, who wrongly claimed that Heritage condemned the 2017 Tax Cuts and Jobs Act and implied that we supported the repeal of the tax cuts to solve the debt crisis. Heritage President Kay Coles James was awarded the Lifetime Achievement Award by the Republican Party of Virginia. Read on for more news and updates!
Rebuilding the U.S. Army 
Heritage has released a special report as part of its series on how to rebuild America’s military. The U.S. Army is making a concerted effort to change in order to meet the future. Thomas Spoehr, director of Heritage's Center for National Defense, writes, “In the past, the Army has had the luxury to develop concepts and doctrine based on a single monolithic adversary (e.g., the Soviet Union) operating in a defined geographic area (e.g., Central Europe).” But, Spoehr says, “The situation today could not be more different.” This is Heritage’s

Dumbfounded by Biden’s Tax Cut Claim
Former Vice President Joe Biden stated last week that “even The Heritage Foundation” has “pointed out” that President Donald Trump’s tax cuts did not work. There’s just one problem: It’s not true. Adam Michel, a senior policy analyst in Heritage’s Grover M. Hermann Center for the Federal Budget, told Fox News that Biden's comments left him "dumbfounded." Michel responded in multiple news interviews. “I think I've written something basically every week for the last year that says the tax cuts are working. I even wrote a piece on why Biden's proposal to repeal the 2017 tax cuts would hurt all Americans and cost the middle class the most,” said Michel. Heritage President Receives Lifetime Achievement Award
The Republican Party of Virginia awarded Heritage Foundation President Kay Coles James its Lifetime Achievement Award for her lifelong commitment to helping improve the lives of Virginia’s citizens. In addition to presenting James with the Lifetime Achievement Award at a ceremony on Aug. 24, the Republican Party of Virginia also honored James by introducing an award named for her. The new Kay Coles James Award will be presented annually to an individual who brings traditional American values into minority communities in Virginia. Learn more about James’ award. <[link removed]>
