Three years after El Salvador opened CECOT, the megaprison has become one of the region’s most influential security symbols.

Across Latin America, governments are proposing or building similar facilities in an effort to replicate Salvadoran President Nayib Bukele’s crackdown on organized crime.

Our latest analysis maps 16 megaprison projects ([link removed]) across 10 countries and examines the question: can the CECOT model actually be replicated?

From Ecuador’s El Encuentro and Paraguay’s Minga Guazú to projects still under construction or stalled before completion, these prisons reveal how governments across the region are reshaping their security strategies.

But history offers an important warning. Across Latin America, overcrowded prisons have often become spaces where criminal organizations recruit, organize, and expand their power.
