| BREAKING NEWS: The Centers for Disease Control and Prevention (CDC) issued a national evictions moratorium yesterday which limits evictions for nonpayment of rent. (Read the National Low Income Housing Coalition's statement on the evictions moratorium here.) This is essential but insufficient. The only way to protect the 30 to 40 million renters at risk of losing their homes by the end of the year is for Congress and the White House to return to the negotiating table and work out a deal for the next coronavirus relief package that includes the essential resources and protections provided in the HEROES Act, including sweeping rental assistance. |
| The legislative session officially ended August 31. It was an unusual legislative session with multiple extended recesses and a significantly shortened bill load due to the pandemic. While this was not the legislative session any of us planned for, there are still several bills that have advanced to the Governor's Desk that would offer critical solutions for residents and for our affordable housing community. In fact, Governor Newsom has already signed AB 3088 (Chiu) which creates an evictions moratorium for nonpayment of rent through January 31, 2021 and goes into effect immediately. We are urging him to also sign these bills: - AB 434 (Daly) which streamlines affordable housing funding applications for HCD programs.
- AB 1845 (Luz Rivas) which creates an Office to End Homelessness with a Cabinet Level position reporting to the Governor.
- AB 2345 (Gonzalez) which make various improvements to density bonus law to make it more usable and practical for developers while increasing the production of affordable housing.
- SB 1079 (Skinner) which creates various procedures to prevent wholesale corporate ownership of foreclosed properties by giving first priority to affordable housing owners among other changes.
