Good morning!

As we move through the summer, I hope you've had the opportunity to enjoy time with family, attend a local festival or county fair, and take advantage of everything our communities have to offer. Even while the Legislature is out of session, I continue to stay engaged on issues affecting our district and the state. In this newsletter, you'll find updates on recent developments, resources that may be helpful to you and your family, and a look at some of the work taking place both in our communities and at the Capitol.

Setting Public Safety First

A recent decision by Minnesota's Board of Pardons has raised serious concerns about the priorities of our state government. Last month, the Board of Pardons, consisting of Governor Tim Walz, Attorney General Keith Ellison, and Chief Justice Natalie Hudson, granted a pardon to Tou Lue Vang, who was convicted in 2006 of first-degree criminal sexual conduct involving a 10-year-old child. The pardon came after he sought clemency while facing deportation.

Last week, Secretary of State Marco Rubio announced that the federal government had revoked Vang's legal status and deported him from the United States.

Protecting our communities should always come first. While rehabilitation is an important part of our justice system, crimes involving the sexual abuse of children deserve the highest level of scrutiny. Minnesotans expect their leaders to put the safety of children and families ahead of politics, and I believe decisions involving violent offenders should reflect that responsibility. Public trust in our justice system depends on transparency, accountability, and keeping public safety as our highest priority.

Another Guilty Plea in the Feeding Our Future Fraud Case

The Feeding Our Future scandal continues to reveal the staggering scope of one of the largest fraud schemes in Minnesota history. This week, another defendant pleaded guilty to wire fraud after admitting to participating in a scheme that fraudulently obtained approximately *$1.1 million* in federal child nutrition funds intended to feed children during the COVID-19 pandemic. Prosecutors say only a small fraction of those funds was actually used for food, with the remainder diverted for personal enrichment.

Each new guilty plea is another reminder of the importance of strong oversight and accountability in state government. Programs designed to help vulnerable children and families must be protected from fraud and abuse so taxpayer dollars reach the people they are intended to serve. Minnesotans deserve confidence that government agencies are safeguarding public funds, holding bad actors accountable, and taking meaningful steps to prevent fraud from happening again.

Leadership Changes at DHS Amid Ongoing Fraud Concerns

The Minnesota Department of Human Services recently announced the retirement of Deputy Commissioner Shireen Gandhi as the agency continues to face intense scrutiny over multiple fraud investigations involving taxpayer-funded programs. Her departure comes as lawmakers and the public continue to seek answers about how widespread fraud was allowed to occur and what steps are being taken to strengthen oversight moving forward.

Minnesotans deserve confidence that state agencies are responsibly managing taxpayer dollars and that public assistance programs are serving the people they were designed to help. Leadership changes alone will not restore that confidence. Meaningful accountability requires stronger oversight, greater transparency, and a commitment to preventing fraud before it happens. I will continue supporting efforts to ensure taxpayer dollars are protected and that those responsible for mismanaging or abusing public funds are held accountable.

Proposed Health Insurance Rates Point to Higher Costs in 2027

Minnesotans could see another significant increase in their health insurance costs next year. Proposed health insurance rates for 2027 were recently released, showing average premium increases of *10 to 13 percent* for many plans. While these rates are still subject to final approval, they reflect growing concerns about the rising cost of healthcare in Minnesota.

Several factors are contributing to these increases, including higher healthcare utilization, rising prescription drug costs, and state policies that have added new insurance coverage mandates in recent years. Minnesota now has one of the highest numbers of health insurance mandates in the nation, and each new mandate adds to the overall cost of coverage.

House Republicans have consistently opposed policies that unnecessarily drive up premiums while supporting efforts to keep coverage more affordable. This session, Republicans successfully extended the state's reinsurance program, helping to prevent even steeper premium increases for Minnesotans who purchase insurance on the individual market. As final rates are reviewed in the coming months, I will continue advocating for policies that improve access to quality healthcare without placing additional financial burdens on Minnesota families and small businesses.

As summer continues, this will be my final newsletter until November due to the legislative blackout period, which limits official communications from legislators in the months leading up to the election. While you won't be receiving this newsletter for a while, my work doesn't stop. I'll continue meeting with constituents, attending community events, visiting businesses and organizations throughout the district, and preparing for the next legislative session.

Reflecting on the 2026 Session

The 2026 legislative session was truly one for the history books. Serving in a closely divided Legislature brought both unique challenges and meaningful opportunities to work across the aisle on behalf of Minnesotans. It was a busy and rewarding session filled with important conversations, hard work, and memorable moments. As I reflect on the past several months, I am grateful for the opportunity to serve our district and represent your priorities at the Capitol.
