In April, leaders gathered in Santa Marta, Colombia, for a critical test of integrity. It was the deadline for the Coalition on Phasing Out Fossil Fuel Incentives Including Subsidies (COFFIS) to prove their promises weren't just talk.

So far, those promises still haven't turned into action.

Back in 2023, a coalition of nations pledged to cut fossil fuel subsidies and publish transparent action plans showing how they’ll do it. But as of 2025, only one government has published a roadmap to phase out fossil fuel subsidies.
