CHATTERTON'S COMMENTS



GREETINGS 

It is a pleasure to be able to formally introduce myself to you as National's candidate for Papakura in the 2026 General Election. My name is Emma Chatterton, and I am honoured to have the opportunity to follow in the footsteps of Hon Judith Collins KC as the next MP for Papakura. 


Judith was known for her hard-work, relentless advocacy for the Papakura electorate, her extensive and successful career as a Minister of eighteen different portfolio areas, and of course her sharp intellect and humour.


As I work to earn the right to represent this electorate in Parliament over the next four months I intend to continue this legacy of hard work, quality representation, and an unwavering commitment to the people of Papakura electorate. 



THANK YOU AND FAREWELL TO HON JUDITH COLLINS KC

Over the last three months I have been out and about across the electorate with Hon Judith Collins KC, meeting voters, visiting businesses, attending ANZAC Day Services and local markets. I have absolutely loved getting to meet so many people and celebrating all that our wonderful electorate has to offer. 


As many of you know the 14th of May was the last day of Hon Judith Collins' political career and she has now moved to her new position as President of the NZ Law Commission.


On Tuesday 12 May, Judith gave her Valedictory Speech to the House and to a large audience of Parliamentarians of all stripes, invited friends, colleagues from her days as a lawyer and representatives from Crown entities that she has had the privilege to lead as their Minister. Present and of note were the Commissioner of Police Richard Chambers and representatives of the three forces; Army, Navy and AirForce of NZ Defence. It was very special to attend Judith's Valedictory Speech in Parliament and join in celebrating her successful career with local National Party members, volunteers, friends, family and colleagues at Premier House.

MY BACKGROUND 

My connection to Papakura and the Franklin area runs deep. My ancestors were among the early settlers in Maraetai and the wider district, and my family has lived, worked, and farmed across Bombay, Pukekohe, Kingseat, and Clarks Beach for generations. My father began his policing career at the Papakura Police Station, my mother taught early childhood music in Bombay. I was born in Pukekohe and grew up fishing at Kawakawa Bay, attending Brownie camp in Hunua, swimming at Clarks Beach, and attending A&P shows, calf clubs and National Party events with my grandparents. 


In 2008 I won the Girdler's Scholarship to the University of Cambridge in the UK. I completed a BA and an MA in Music and then went on to train as a secondary school teacher. I was a keen debater and represented the university in debating teams and adjudicated university and school competitions in both the UK and Europe. 


After nearly a decade in education working in schools in both the UK and New Zealand, I moved into a new field of work doing social investment consultancy and analysis under the leadership of Sir Bill English at ImpactLab. I have worked with charities, NGOs, government agencies and the philanthropic sector across a range of social, health, housing, education and youth development portfolio areas. 


I am a wife to Tom, a secondary teacher, and mother to four amazing children. Our household is one that is always full of music and sports gear, and we consider it a privilege to balance careers and family-life. National values like strong families, hard work, reward for effort and achievement and an aspiration for excellence have shaped how my family has lived and served this community for generations and will continue to shape who I am as a representative for this area. 



MY VISIT TO PAPAKURA ROTARY 

Papakura Rotarians make many contributions to our community. They have long been the organisers of the Papakura Christmas Parade which has recently expanded into being a festival as well and which has successfully relocated to Pulman Park in the last couple of years. 


I was invited to speak at their meeting in May, and I was pleased to introduce myself as the candidate for National in the Papakura Electorate. I enjoyed hearing about the work the Rotarians do in our local schools to support reading enrichment, Friday sports and through driver licensing support for young people. 



BUDGET DAY 2026 

On 28th May, Hon Nicola Willis delivered Budget 2026 which is focused on securing New Zealand's future. 


The 2026 Budget focuses on stability, resilience and long-term security for New Zealand. Hon Nicola Willis emphasised that despite global uncertainty, especially conflict in the Middle East, the Government is steering the country toward economic recovery, with the Treasury now forecasting a return to surplus in 2028/29, a year earlier than expected. 


The Budget prioritises frontline services, including major investments in health, education, law and order, and infrastructure. Key initiatives include $5.5 billion for health services, funding for new hospitals and digital upgrades, a $1.6 billion boost for schools and early childhood education, and expanded trades training. Significant spending also goes toward defence capability, emergency management, and strengthening roads and rail. Support is provided for families facing fuel-driven cost pressures, alongside measures to improve housing supply and affordability. 


For Papakura we have secured some excellent wins from the Health Budget including funding to purchase land in Drury for a new hospital, a new Ambulance Hub for South Auckland and a new Linear Accelerator Machine to offer world-class cancer care to patients at Manukau Health Park. In Education, over $130 million of investment was announced to support primary and intermediate schools as we continue our focus on reading, writing and maths. Secondary schools will benefit from a substantial expansion of Trades Academies with an additional 10,000 student places funded from the budget alongside funding for the new senior secondary curriculum and resources as we move towards the replacement of NCEA from 2028. 


A personal favourite of mine was the $5.6 million announced to fund musical instruments in primary schools. As a former music teacher and pianist, I am delighted that children all around New Zealand will have access to modern, high-quality music resources in their classrooms. 


This is an example of responsible spending, careful choices and putting investment where it matters the most - the frontline services that New Zealanders rely on. Budget 2026 is disciplined, future-focused and designed to ensure that New Zealand remains a secure, prosperous place for future generations. CITY RAIL LINK IS NEARING COMPLETION 

We can see signs of progress and infrastructure growth around us. Auckland Transport is organising tours of Maungawhau Station which is one of the completed train stations for the City Rail Link. This massive rail innovation for Auckland is nearing completion with many safety tests now in progress. It is at a point where local politicians and others are being shown through the stations that will be part of the network connecting Auckland from Henderson to Pukekohe and out to the eastern suburbs and west to Onehunga. 


For residents from Pukekohe North, the trip on an electric train to one of the new CRL stations will take about 56 minutes. There will be opportunities to change at a number of points to go in all other directions or continue to Waitemata Britomart where the CRL ends. 


The new CRL stations are designed to reflect our New Zealand heritage and their practicality will allow commuters to have easy, clean access to many destinations whether it is for work, school, university, sports, recreation or shopping. 


There will be cost savings for commuters as the passenger trains are electrified so they are efficient and effective. Imagine doing all your emails before you get to work or just having time to read a book while you travel to home or town, while someone else is doing the driving.
