Good morning.
As you read this newsletter on this July 4th morning, I am in Philadelphia, where 250 years ago the Continental Congress was meeting and our Founders were taking the courageous steps that would give birth to the United States of America. I'm here as part of my work on the America 250 Commission.
Today, we mark the 250th birthday of our nation—a milestone reached by few countries in history.
For two and a half centuries, America has endured wars, economic hardships, and moments of deep division. Yet through every challenge, the principles set forth by our Founders—liberty, self-government, faith, and the God-given dignity of every citizen of this land—have continued to guide our nation forward.
Serving on the America250 Commission has given me an even greater appreciation for the remarkable story of our nation and the responsibility we share to preserve it for future generations. As we celebrate this semiquincentennial, we should not only reflect on the sacrifices that secured our freedom 250 years ago, but also renew our commitment to being good stewards of that inheritance.
America has never been a perfect nation, but it has always been a nation striving to become, in the words of our Constitution, "a more perfect Union."

America 250: What We Leave Behind
As I mentioned, I'm in Philadelphia today as our nation celebrates its 250th birthday. The reason I'm here is to participate in the burial of the Semiquincentennial Time Capsule, which will remain sealed until America's 500th birthday on July 4, 2276.
This experience has caused me to think about a simple but important question: What will we leave behind for future generations?
In my latest opinion piece, America 250: What We Leave Behind, I reflect on the legacy we are building today—not just the artifacts that will be placed in a time capsule, but the values, principles, and freedoms we pass on to those who will inherit this great nation.

Speaking at Unveiling of Semiquincentennial Congressional Time Capsule
I was honored to join Speaker Mike Johnson and my colleagues in Congress for the unveiling of the Semiquincentennial Congressional Time Capsule, which will be sealed until America’s 500th birthday on July 4, 2276.
Created by legislation passed earlier this year, the time capsule will preserve a snapshot of our nation’s history for future generations. I was proud to help establish the America 250 Commission and to cosponsor the bipartisan legislation creating this project.
When Americans open the capsule 250 years from now, they will discover not only artifacts from our time, but also the values that defined our generation. My hope is that they will see a nation that remained committed to liberty, opportunity, and the enduring ideals that have made America a shining city upon a hill.
$16.17 Million BUILD Grant Awarded for Swayback Bridge Replacement

Just this week, we learned that Marshall County has been awarded a $16.17 million BUILD Grant from the U.S. Department of Transportation to replace the aging Swayback Bridge on Hustleville Road. This is the only BUILD Grant awarded anywhere in Alabama this year, making it a significant investment not only for Marshall County, but for our entire state.
For years, local leaders have worked to make this long-overdue project a reality, and I was proud to support their efforts by urging Secretary of Transportation Sean Duffy to approve this critical investment. This grant provides most of the funding needed to replace a bridge that serves thousands of motorists every day, including many who travel between Marshall and neighboring DeKalb County. Replacing this bridge will improve safety, strengthen our transportation infrastructure, and help support continued economic growth throughout the region.
Full Committee Passage of the FY27 Labor, Health and Human Services, Education, and Related Agencies Appropriations Act
The House Appropriations Committee met this month to consider the Fiscal Year 2027 bill for the Labor, Health and Human Services, Education, and Related Agencies Appropriations Act (FY27 Labor-HHS). The FY27 bill was approved by the Committee with a vote of 34 to 28.
The FY27 Labor-HHS bill prioritizes the core mission of the Appropriations Committee by balancing the need for responsible fiscal stewardship, while maintaining key investments for the people and institutions that strengthen our nation. Following the President’s direction, we have taken a close look at every program funded in this bill and worked to codify the Trump Administration’s efforts to end senseless progressive overreach.
This bill advances educational opportunities, restores accountability, and ensures taxpayer dollars are directed towards core functions like biomedical research, biodefense infrastructure, and rural health.
The Labor-HHS Bill provides a total discretionary allocation of $189.3 billion, which is $5.6 billion (3%) below the Fiscal Year 2026 enacted level.
$35 Million Secured for Alabama Hospitals Through FY27 Labor-HHS Bill

I was proud to secure $35 million for Alabama hospitals and health centers in the FY2027 Labor, Health and Human Services Appropriations bill. As Chairman of the House Appropriations Subcommittee on Labor-HHS, I worked to restore Community Project Funding to this bill, allowing investments in hospitals, health centers, and other safety-net providers. Of that funding, $22.1 million will support rural hospitals in Alabama's Fourth Congressional District.
I have long believed that rural communities deserve the same access to quality healthcare as larger cities, and these investments move us closer to that goal. The bill also includes $100 million for the Rural Hospital Provider Assistance Program to help sustain hospitals serving rural communities. Together, these investments will strengthen access to care and improve health outcomes across rural Alabama. The FY2027 Labor-HHS Appropriations Act now moves to the House floor for consideration.
Attending Inauguration of Birmingham-Southern U.S. Coast Guard Training Center

I was honored to attend the ribbon-cutting for the U.S. Coast Guard's new Training Center (TRACEN) Birmingham-Southern alongside Secretary of Homeland Security Markwayne Mullin, Coast Guard officials, and Alabama leaders. The new training center will transform the former Birmingham-Southern College campus into a hub for educating and preparing the next generation of Coast Guard service members while bringing approximately 1,000 jobs to the Birmingham area.
As a Birmingham-Southern alumnus, it was especially meaningful to see this historic campus begin a new chapter of service. I appreciate the partnership of Senators Katie Britt and Tommy Tuberville as we worked together to encourage the Coast Guard to make Birmingham-Southern its new home, ensuring this campus will continue serving our nation for generations to come.
Secure America Act
This month, the Secure America Act passed the House and was signed into law by the President. This $70 billion dollar legislation is critical funding that supports U.S. Customs and Border Patrol (CBP) and Immigration and Customs Enforcement (ICE) through 2029.
Our CBP and ICE agents work diligently to keep our communities safe and protected from dangerous criminals and threats. Republicans are delivering on their commitment to secure America's borders safely and effectively.
For 76 days, Democrats held the Department of Homeland Security hostage when they shut down operations.
With the Secure America Act, Republicans are finishing the job and providing the Department of Homeland Security with the resources needed to support the men and women that secure our border and keep our communities safe.
$1 Million ARC Grant for the City of Dora
The Appalachian Regional Commission (ARC) approved a grant of $1,000,000 to the City of Dora, AL.
The ARC grant will be used to build a new 250,000-gallon elevated water storage tank and 1,000 linear feet of water main to enable development at Heritage Landing. This project will open the site for industrial, commercial, or retail developments. Heritage Landing is a 50-acre development site along Interstate 22 Exit 78.
This investment will create long-term prosperity and support economic and workforce development for the region by opening up eleven construction ready development sites.
As the existing water system prohibits future development, this ARC grant is a step towards bringing new businesses to Dora and the surrounding communities. In addition to ARC funds, local sources are providing $1,000,000 bringing the project total to $2,000,000.
