Reforming Pretrial Justice in California

In November, Californians will vote on Proposition 25, which asks voters to approve or reject Senate Bill 10, a law passed in 2018. SB 10 abolishes money bail and replaces it with risk assessments as a means of determining pretrial release.

A new PPIC report uses the most recent data available to estimate the impact of a shift to pretrial risk assessments. This analysis shows that the process under SB 10, compared to the current system, would likely achieve the goal of releasing more people sooner, but it would not address longstanding inequities in bookings and arrests.
