Constitutional Amendments: How Will They Hurt Funding for Our Public
Schools?
Monday, June 29 12:00 p.m. - 1:00 p.m. Join us for an informative
conversation with NC Senator Lisa Grafstein and NC House Representative
Phil Rubin about the two constitutional amendments the NCGA recently placed
on the November 3, 2026 ballot. The two amendments are [7]HB 1089: Property
Tax Levy Limit and [8]SB 1080: Lower Taxes for All. We will discuss how
these amendments are likely to affect funding for our public schools. There
will be time reserved for Q & A.
Senator Lisa Grafstein represents Southern Wake County (District 13) in the
North Carolina Senate. She has been a civil rights lawyer since 1995 and is
currently serving in her second term as state senator. After running her
own firm for 16 years, she joined [9]Disability Rights North Carolina, a
non-profit organization that advocates on behalf of people with
disabilities. At Disability Rights, she fights for the rights of people
with disabilities to live and work free from discrimination. She has
represented people facing employment discrimination, voting rights
violations, denial of access to public accommodations, and constitutional
rights violations.
Representative Phil Rubin represents Northwest Raleigh (District 40) in the
North Carolina House of Representatives, where he advocates for strong
public schools, safe communities, and a functioning democracy. An attorney
and former federal prosecutor, he has served both at the United States
Attorney's Office and the North Carolina Department of Justice, and later
worked in the private sector on online safety and youth protection. A
husband and father of two, Phil is a proud public school parent committed
to ensuring every child in North Carolina has access to a high-quality
education.
