Friend,
This past spring City Council session, I introduced legislation to protect Philadelphians from hidden fees and surprise surcharges that often show up at the end of online transactions.
We've all experienced it. You're paying a bill, buying tickets, or completing a routine purchase, only to discover extra charges added at checkout. These fees can feel impossible to avoid, and too often there's little explanation for where they come from or why they're being charged.
And they disproportionately impact low-income working families who are already struggling.
That's not transparency, and it’s not fair. We should not have to Pay to Play.

As your Councilmember, I believe people deserve to know exactly what they're paying for before they pull out their wallet. That's why my legislation would require businesses to offer at least one fee-free payment option, clearly disclose any additional charges, and ensure those fees reflect actual processing costs.
This is about giving consumers more information, more choice, and more power. It's about making sure huge corporations can't nickel-and-dime Philadelphians with fees that appear only after they've already committed to a purchase.
I'm proud to be leading this effort, but it's just one part of the work we're doing to build a city that puts people first.
If you believe Philadelphia should work for everyday people, not allow hidden fees, corporate fine print, and surprise charges, will you chip in today to support our campaign? [[link removed]]
Your contribution helps us continue fighting for consumer protections, economic fairness, and a city government that stands up for working Philadelphians.
Together, we can keep pushing for a more transparent, more affordable, and more just Philadelphia that puts people first.
In solidarity,
Rue Landau
