Goods and services contracts
New contractor assigned on as-needed/as-available equipment rental contract
DES has updated contract 22823, as-needed/as-available equipment rental without operators, effective June 1.
The contract with Fiber Marketing International, Inc. (FMI) has been assigned to Feenaughty Machinery Co. Feenaughty will fulfill all outstanding orders with FMI.

DES has updated contract 28123, lawn and grounds equipment rental, effective June 1.

Fuel surcharges do not apply to elevator full-service maintenance, testing, and repair services contract
Elevator services contractor TK Elevator Corp. under contract 28723 may have recently sent purchasers/customers invoice(s) that included a fuel surcharge. DES confirmed fuel surcharges are *"not"* allowed on statewide contract purchases. Return and do not process any such invoices.
To help ensure fuel surcharges are not added in the future, be sure to reference the state contract number 28723 on all ordering documents.

Price changing on linen and laundry services contract
DES posted updated pricing for contract 25223, linen and laundry services. Prices have increased by 6.47% as part of the contract’s annual economic price adjustment.

DES starts solicitation to replace fresh bakery items contract
DES is starting solicitation 01326, fresh bakery items, to succeed statewide contract 01520 [ [link removed] ], which expires March 31, 2027.
This solicitation is for products that are delivered fresh and within 48 hours of baking, including rolls, muffins, hotdog and hamburger buns, and a variety of breads, including wheat, whole grain, and white.
We are looking for purchasers and subject matter experts to develop this contract. If you would like to participate in the solicitation development, please contact the contract administrator below.

Help us standardize the procurement process
DES, in partnership with the Office of Equity, is developing standard templates for routine goods and services procurements.
Today, businesses may see different procurement formats, instructions, and contract terms from agency to agency. That can create extra work and make it harder for businesses wanting to work with the state. Our project aims to create more consistency across state procurement documents while meeting agency needs.
If you're a business currently working with the state, or looking to bid on future opportunities, join our introductory session on July 8. There you will learn about the template project, hear what’s planned, and share your feedback.

DES will use PWSBE certification to track small business participation on public works projects
Starting July 1, DES will use the Public Works Small Business Enterprise (PWSBE) certification to track small business participation on DES public works projects.
Businesses can still bid on projects if they are not certified. However, only businesses certified as PWSBE by the Office of Minority and Women’s Business Enterprises (OMWBE) will be counted toward small business participation goals. Registration in Washington’s Electronic Business Solution (WEBS) alone will not meet this requirement.
You should still register in WEBS so you can search for state contracts and increase your opportunity to be seen by agencies.
We encourage businesses and contractors to review the requirements and apply now to be ready.
