Introducing FIREWALL, a four-part plan to protect Wisconsin from the unchecked use of artificial intelligence.

Technology should make people’s lives safer, easier, and more affordable. But without rules and accountability, we’re giving powerful people new ways to exploit working people. As governor, I’ll make sure Wisconsin writes the rules before Big Tech and corporate lobbyists write them for us.

Here's what's in our plan:  

• REMOVE FROM CART — Bans personalized "desperation" surveillance pricing across Wisconsin's economy, permanently prohibits algorithmic rent collusion, and requires a human being to justify any healthcare claim denial.
• INCOGNITO MODE — Extends HIPAA-level protection to all your health data, whether it's held by a hospital, a chatbot, an app, or your smartwatch.
• BATTLE BOTS — Requires clear labels on AI-generated content, and requires chatbots to identify themselves as AI and refer people in crisis to real help.
• PRIME DIRECTIVE — Bans the highest-risk police surveillance AI, including live facial recognition in public spaces and camera networks like Flock, and requires any algorithm used in a Wisconsin prosecution to be disclosed to the defense.

Other states are already moving on this, and we can be part of the vanguard: Maryland just enacted the nation's first ban on surveillance pricing in grocery stores. Washington State extended health data privacy beyond HIPAA. California's companion chatbot safety law took effect in January
