After our historic accord to secure 1,500 beagles from Ridglan Farms and put them on a path to lifelong safety, I said we weren’t done and would do everything we could for the remaining dogs at the Wisconsin breeding facility.
Today, I want to report that together with our rescue partner Big Dog Ranch Rescue, we secured the release of 135 more beagles from the facility.
With this latest transfer, 1,635 dogs born into the laboratory animal supply chain have been given a second chance. Dogs who once faced a future of confinement and experimentation are now headed to rescue organizations, foster homes, and, ultimately, loving families.
Every one of these dogs matters. Every life transformed is a victory.
The latest transfer is another milestone in an extraordinary campaign that has united rescuers, advocates, lawmakers, foster families, adopters, and compassionate people across America. Together, we have demonstrated that when people speak up for animals, meaningful change is possible.
But as inspiring as these rescues are, they also point to a larger question: Why are taxpayers still funding experiments on dogs and cats in the first place?
Upgraded U.S. Policies Needed
The Ridglan beagles have become canine ambassadors for change. Their plight has put a spotlight on a far larger animal testing research sector that breeds animals specifically for invasive laboratory use. And this awareness has triggered lawmakers from both parties to ask whether this model should continue to receive federal support.
That is why we are intensifying our efforts in Washington to end taxpayer-funded dog and cat experimentation.
We are working with congressional leaders who recognize that federal policy has not kept pace with scientific innovation. Today, modern, human-relevant research methods are increasingly outperforming animal testing. More than 90% of drugs that appear promising in animal tests ultimately fail in human clinical trials. The scientific, ethical, and economic case for change grows stronger every year.
Congress has already taken important steps. The FDA Modernization Act 2.0 removed outdated requirements that favored animal testing in drug development. Additional reforms are advancing through Congress, while federal agencies are investing in cutting-edge technologies that can replace animal experimentation. And we are poised, any day now, to see the final passage of the FDA Modernization Act 3.0, which will ensure that agency regulations no longer force pharmaceutical companies to conduct animal testing that the law does not require.
Now we are pressing for the next critical step: ending federal grants and funding streams that support painful experiments on dogs and cats.
Taxpayer dollars should not underwrite a system that exploits animals and causes them to suffer when more humane alternatives exist. We can conduct better science and spare animals from harm at the same time.
The release of the Ridglan beagles demonstrates what is possible when determined advocates, lawmakers, rescuers, donors, and citizens work together. But our goal has never been merely to rescue animals one by one. Our goal is to change the policies and prevent animals from being conscripted into this painful enterprise in the first place.

Every beagle who leaves Ridglan represents a life saved. Every policy reform we secure represents countless future animals who will never enter the pipeline at all.

Please contact your U.S. senators and representative and urge them to support legislation that ends taxpayer-funded experiments on dogs and cats. Tell them that Americans do not want their tax dollars used to support painful animal testing when more effective and humane alternatives are increasingly available.
The voices of citizens matter enormously on Capitol Hill. When lawmakers hear from people like you, they pay attention.
We have shown that we can rescue dogs from experimental laboratory pipelines. Now let’s work together to shut off the funding stream that keeps those pipelines operating.
