How has federal spending on place-based programs changed over time?
For decades, federal place-based programs have helped address differences in resources and economic opportunities across communities nationwide. They invest in communities through direct spending, such as the Community Development Block Grant, and through tax expenditures, such as the Low-Income Housing Tax Credit and the New Markets Tax Credit. But how these programs are funded has changed over the years.





We’ve created a data tool that tracks spending on 13 major recurring federal place-based programs from 2010 to 2024.





Urban research shows that although overall federal spending on these programs has increased, direct program spending has stagnated, meaning the private sector’s role in determining where and how federal dollars are used has grown. 





Federal place-based programs shape which projects get built, which communities receive investment, and which needs are prioritized. Understanding how these priorities have shifted over time can help policymakers, practitioners, and community leaders assess whether spending is sufficient and whether programs align with local needs.
