They are underfunded because the political money ecosystem still rewards the candidates who have historically had the easiest access to wealth, networks, and early institutional support. At the state legislative level — where so many political careers begin — men still outgive women by more than 2-to-1.

That matters because access to funds shapes everything: whether a candidate is taken seriously, whether she can hire staff, reach voters, survive a primary, and prove viability to larger donors and endorsing organizations.
